In line with the Government’s Shared Services Strategy, the Matrix Programme is intending to deliver modern, cost-effective and scalable shared business services to nine departments (the Policy Cluster), with UKSBS as the provider, flexibly meeting changing Government requirements, and driving innovation to optimise efficiencies and enhance user experience. The Programme will also implement a new modern SaaS ERP platform, from which UKSBS can deliver these services, driving harmonisation and significant business change across the Departments. This is a large, complex multi-year programme.
This role is central to leading the implementation of a new payroll, compensation, and benefits service to government departments within the Matrix cluster. You will provide both strategic and operational leadership through the end-to-end design, implementation, and run phases of the Matrix Programme.
Your expertise will be instrumental in decision-making regarding HR and payroll service delivery, ensuring compliance, efficiency, and best practice integration. You will be responsible for leading the transition from legacy systems to next-generation operations while aligning services with public sector needs and expectations.

Duties will include, but are not limited to the following:

  • Take full ownership of compensation, benefits, and payroll implementation, ensuring seamless integration within the wider HR and finance ecosystem.
  • Lead decision-making and problem-solving for systems implementation in payroll,
  • Develop and implement payroll transformation strategies that enhance automation, accuracy, and efficiency across HR and payroll service lines.
  • Design and oversee implementation roadmaps, defining key deliverables, milestones, and success metrics for HR and payroll transformation.
  • Lead UKSBS compensation, benefits, and payroll representation with the Matrix Programme, including with new and existing clients and suppliers
  • Represent UKSBS in high-profile stakeholder engagements, including with government departments, technology providers, and other third parties.
  • Work as part of the UKSBS Service Design team and with the wider programme team to deliver a leading practice payroll, compensation and benefits service
  • Monitor risks, anticipate challenges, and implement proactive solutions to prevent service disruption during transformation.

To be considered for the role, you will possess the following:

  • Extensive working experience gained either within Compensation & Benefits or Payroll
  • Strategic decision-making expertise in comp & bens/payroll operations, implementation, and compliance.
  • Leadership in change management, with a strong track record of guiding teams through complex transformation initiatives.
  • Knowledge of payroll processes, SaaS payroll solutions, and regulatory compliance
  • Proven working knowledge of comp & bens cycles, administration and implementation.
  • Ability to analyse operational data to drive improvements, monitor trends, and optimise service delivery.
  • Proven track record in senior stakeholder engagement, with the ability to influence, negotiate, and lead multi-functional teams.
  • Strong project management skills

THINGS YOU NEED TO KNOW

To be considered, you will need to successfully obtain BPSS security clearance before commencing the role, obtaining clearance usually takes 5-10 working days.
UKSBS does not hold a Home Office Sponsor Licence under the UK Immigration System, therefore applicants must have eligibility to live and work in the UK at application stage.
