Are you an experienced and ambitious education leader with a strong commitment to inclusion, SEND and improving outcomes for children and young people who are not currently accessing full-time education? Would you like to play a key role in shaping and strengthening the Interim Provision Service at a time of significant service development? If so, this may be an exciting opportunity to join the Specialist Teaching Services leadership team and contribute to the further development of a complex and important statutory service. The Education Division has overall responsibility for the council’s strategy to improve educational outcomes for children and young people. The Division acts as the champion for all children and young people, especially those who are vulnerable to underachievement, and works in partnership across early years, primary, secondary, special and post-16 education. The Division also leads on statutory duties in relation to children and young people with additional needs and Special Educational Needs and Disabilities. The Interim Provision Service provides education and support for children and young people with SEND who have no appropriate or agreed school place. The service is also developing its role in relation to the Local Authority’s Section 19 ‘Otherwise’ responsibilities for children who are on roll at a school but are not accessing their placement for reasons other than illness or exclusion. The Service Manager role will provide strategic leadership for the Interim Provision Service. The postholder will be responsible for leading service development, quality assurance, workforce oversight, resource management and decision-making across IPS. This includes oversight of the Section 19 ‘Otherwise’ function and ensuring that processes are consistent, sustainable and focused on securing suitable education for children and young people. Reporting to the Senior Manager: Specialist Teaching Services, you will lead IPS Deputy Service Managers and work closely with schools, families, education services, SEND colleagues, alternative providers and other partners. You will help shape the future operating model for IPS, support the implementation of policy and practice improvements, and ensure that the service is able to respond effectively to increasing demand, complexity and statutory responsibilities. This role requires someone with significant leadership experience, who can work confidently across complex operational, legal and financial issues. The successful candidate will demonstrate: * The ability to lead a complex education service and translate strategic priorities into clear, outcome-focused objectives for managers and staff. * Strong knowledge of SEND, inclusion, alternative provision and the Local Authority’s duties under Section 19 of the Education Act 1996. * Confidence and resilience in managing ambiguity, conflict, complexity and change. * Experience of coordinating services that directly support children, young people and families, and that drive improvements in practice and outcomes. * Strong resource, staffing and budget management skills. * The ability to build trust with staff, families, schools and partners, including when communicating complex or sensitive information. * A clear commitment to equal opportunities, anti-discriminatory practice and improving outcomes for vulnerable children and young people.
