Location: Newtown, Powys (Remote & Hybrid Working Policy applies)
Hours: Full-time (35 hours) or part-time (21 hours), 9:00–17:00
Salary: £29,000–£32,000 (full-time, pro rata for part-time)
Contract: 1 year fixed (subject to service success)

About Age Cymru Powys
Age Cymru Powys is a registered charity and social enterprise supporting thousands of older people each year through face-to-face, phone, and community services. We are launching a new project to address paid-for service gaps for older people in Powys, create new employment opportunities, and build a sustainable future for our organisation.
The Role
We are seeking a dynamic Services Manager / Development Manager to lead the development and delivery of our new chargeable service. You will take the project from feasibility to a concept-ready, pilotable model, managing new and existing services, overseeing staff recruitment and development, and engaging stakeholders to co-produce a high-quality support service for older people in Powys.
Key Responsibilities
· Service Model Design & Delivery: Define and implement paid-for home support services (cleaning, admin, meal prep, respite), oversee day-to-day project delivery, and ensure robust monitoring and reporting.
· Financial & Operational Management: Develop income/expenditure forecasts, pricing strategies, and advise on resource allocation and budgets.
· Staff & Volunteer Management: Recruit, induct, and line manage delivery staff; supervise, appraise, and support staff and volunteers; organise training and development.
· Stakeholder Engagement & Co-production: Run co-production workshops, engage with older people, carers, health professionals, and local authority partners.
· Pilot Planning & Implementation: Design and deliver a small-scale pilot, including target areas, success metrics, and service protocols.
· Governance, Risk & Compliance: Establish legal, policy, and compliance structures; ensure effective risk management and safeguarding.
· Marketing, Digital & Reporting: Support branding, outreach, and communication strategies; explore digital tools for service delivery; report on project activities.
· Travel: Travel within Powys as required (car access needed, expenses reimbursed).
Person Specification
Essential:
· Experience managing projects/services, ideally supporting older people at home.
· Knowledge of programme/project management, staff management, change management, budgeting, and contract development.
· Commitment to professional development and service improvement.
· Strong negotiation, influencing, and organisational skills.
· Self-starter, outcome-driven, able to work systematically under pressure.
· Full driving licence and access to a vehicle.
Desirable:
· Knowledge of health and social care provision and voluntary sector context.
· Strategic management skills, service design and evaluation experience.
· Welsh language skills.
