MINIMUM POSITION REQUIREMENTS

Education and Experience:

  • Bachelor’s degree in Engineering with a Professional Engineer designation and a minimum of eight years’ experience in infrastructure design and construction, or an equivalent combination of education, training and experience
  • Registration or eligibility for registration as a Professional Engineer in British Columbia
  • Formal project management training is an asset

Knowledge, Skills and Abilities:

  • Strong organizational and time management skills including a demonstrated ability to manage high profile projects and set/meet competing deadlines.
  • Demonstrated ability to take on a leadership role and be proactive at resolving project conflicts in a timely and effective manner.
  • Ability to research, analyze, estimate, and present recommendations to senior management.
  • Extensive knowledge of engineering principles, practices, methods and techniques related to the design and construction of municipal infrastructure
  • Strong understanding of the design and operation of municipal sewer systems including combined sewer infrastructure and separated sewer infrastructure
  • Excellent interpersonal and communication skills with experience working with the public, private contractors, consultants and staff across all city departments
  • Demonstrated supervisory experience managing engineers and technicians including recruitment, selection, coaching, mentoring and performance management
  • Advanced skills in cost estimation software, Microsoft Project, Excel, Word, and PowerPoint

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:

MAIN PURPOSE AND FUNCTION

The Sewers and Drainage Design branch includes engineers and technicians working in multi-disciplinary and multi-departmental teams responsible for the renewal, design, construction and management of the City’s integrated sewage and drainage network. Sewer system renewal, network management and system optimization support the City’s efforts to be a leader in clean water, excellent customer service and city resilience.
This Senior Engineer position is a new role in our Program Management team that manages and provides oversight on the delivery of sewer capital projects. The successful candidate will be responsible for project and contract management in the planning, design and construction of sewer infrastructure projects.
This position reports to the Assistant Branch Manager and leads a team responsible for project scoping, scheduling, budget estimating, cost management, procurement, and inspection during construction. The position works closely with Sewer Operations, Development and Water Resource Management, Engineering Strategy and Standards, Engineering Project Delivery, and various branches across Engineering and other departments.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Develops and maintains program plans for internal and external delivery of sewer infrastructure projects
  • Leads continuous improvement initiatives for in-house standard cost models and templates used to prepare engineering cost estimates
  • Provides guidance on the development of cost databases and benchmarks for sewer renewal project scopes, including benchmarks and metrics for project management, engineering, equipment, construction, and project indirect costs.
  • Further enhance Cost Estimating capabilities by conducting reviews of cost estimating software applications, making recommendations for use, and implementing software tools to enhance estimating efficiency and increase standardization.
  • Provides direction on and oversees project management activities including defining project scope, objectives, success factors, deliverables, and quality measurements to meet the business needs
  • Prepares, evaluates and maintains reports on project performance, including scope and change control; critical path tracking; issues, risk, and financial management
  • Adheres to all departmental Project Management Framework (PMF) standards, guides, processes and templates and implements projects following the departmental project management framework
  • Assesses and identifies needs for consulting assistance; develops Requests for Proposal, evaluates and selects proponents and manages contracts and consultants’ work and deliverables
  • Oversees the procurement and management of external design consultants and external construction contracts
  • Recommends business process improvements and maintenance optimization solutions by coordinating research, testing and evaluating ideas, engaging stakeholders, building consensus and preparing business cases
  • Participates in public processes and effectively liaises with other City Departments and outside agencies
  • Leads a team of direct reports, including hiring, coaching, and performance management
  • Other duties/responsibilities as assigned
