The Shelter Assistant is also responsible for implementation of project activities including provide inputs and support for infrastructure’s design and develop schematic drawings and bill of quantities and inspecting and supervising project participants’ works and NRC’s direct implementation. The Shelter Assistant will assist the Construction Officer in providing technical support in the development of NRC’s WASH and Shelter programming in Northern Bahr el Gazal State. He/she will also work closely with the other Project Officers and assistants in the field to ensure timely delivery of quality Shelter programme, and will assist the Shelter Officer and WASH and Shelter Coordinator in overall planning and design of (future) projects ROLES AND RESPONSIBILITIES The Shelter Assistant will provide day to day technical guidance and supervision to implement Emergency Shelter construction and rehabilitation activities being implemented in Aweil East County. He/she will also work closely with the other Project Officers and assistants in the field to ensure timely delivery of quality Shelter programme, and will assist the Shelter Officer and WASH and Shelter Coordinator in overall planning and design of (future) projects GENERIC RESPONSIBILITIES * ENSURE ADHERENCE WITH NRC POLICIES, TOOLS, HANDBOOKS, AND GUIDELINES. * IMPLEMENT DELEGATED CONSTRUCTION, INFRASTRUCTURE AND SHELTER PROJECTS PORTFOLIO ACCORDING TO PLAN OF ACTION. * PREPARE AND DEVELOP STATUS REPORTS AS REQUIRED BY MANAGEMENT. * ENSURE PROPER FILING OF DOCUMENTS.  * ENSURE THAT PROJECTS MEET TARGET BENEFICIARIES MOST IN NEED AND EXPLORE AND ASSESS NEW AND BETTER WAYS TO ASSIST. * PROMOTE AND SHARE IDEAS FOR TECHNICAL IMPROVEMENT. * CONTRIBUTE TO ORGANISATIONAL LEARNING THROUGH THE PROVISION SPECIFIC TECHNICAL ANALYSIS, LESSONS LEARNED AND REPORTS. SPECIFIC RESPONSIBILITIES: * Responsible for the implementation of NRC’s shelter construction, rehabilitation, maintenance in Aweil West and Centre County. * Prepare documentation and sign contracts in the field/office with the beneficiaries. * Develop technical designs and drawings. * Ensure proper documentation of rehabilitation documents, logs, and reports on-site. * Perform quantity surveying and verify quantities of materials and works provided by the contractor. * Supervise construction of emergency shelters and administer works execution as per the contractual provisions and the project specifications, as well as ensuring that the norms, regulations, and plans are respected; Ensure quantity/quality control and schedule consistency. * Conduct regular inspections and stay present in the field to ensure the smoothness and operation meet quality standards as needed. * Take timely action to prevent potential delays and/or cost overruns that can be avoided. * Supervise health, safety, and environmental management activities according to approved plans and regulations for the site. * Verify that works are consistent with the project's technical specifications and inform promptly of eventual deviations. * Support the overall management of works implementation to ensure construction work is completed on time, within budget, and to quality standards. * Supervise the implementation of activities and administration works as per the contractual provisions and project specifications. * Ensure that the implementation follows quality/quantity control and schedule consistency. * Providing daily site records with all work activities, information, instructions, and issues, according to the site format report as per the projects’ requirements. * Conduct a market assessment to examine available construction materials and identify technical solutions and alternatives. * Act as a focal point between NRC and the contractor. * Ensuring that all project documentation is properly and safely kept in organized files consistently. * Maintain and organize the filing of MoUs and training documents. * Communicate with different stakeholders constantly. * Perform any other tasks assigned by the line manager SCALE AND SCOPE OF THE POSITION   Financial responsibility:  N/A Resources responsibility:  N/A    CRITICAL INTERFACES Relevant interfaces for this position are:  •                Other CCs (Cash and Markets, Protection, ICLA, and Education). •                Support (Finance, Procurement, M&E, Logistic and Security).  •                Other stakeholders (RRC, Local authorities, WASH and Shelter cluster, Core pipeline partners, etc.) GENERIC PROFESSIONAL COMPETENCIES   * Minimum first level university Diploma in Engineering field or related field vocational qualification.  * Minimum 2 -3 years of experience working in a humanitarian/recovery context and specific experience in construction interventions.  * Experience in implementation of WASH/Shelter Projects.  * Experience in protection mainstreaming, desirable.  * Experience from working in complex and volatile contexts.  * Documented results related to the position’s responsibilities.  * Knowledge about own leadership skills/profile  * Fluency in English, both written and verbal      CONTEXT RELATED SKILLS, KNOWLEDGE AND EXPERIENCE “Context related competencies are the knowledge, skills and experience required because of the context, location, and/or the current priorities and challenges for the role” * Ability to initiate, develop, plan, and implement an integrated programme. * Experience in community mobilisation and conducting outreach activities.  * Excellent communication (spoken and written) skills, including the ability to explain and present technical information. * Political and cultural awareness and experience of working were hardship areas.  * Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities. * Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc.) * Demonstrated experience of integrating gender and diversity issues.     BEHAVIOURAL COMPETENCIES “Refer to NRC Competency Framework, the personal qualities or characteristics that influence how successful people are in their job.
