Position Summary: The Shift Supervisor, Protective Personnel position is critical to the overall protection strategy at American Centrifuge Operating, LLC (ACO), Piketon.  They provide intermediary security expertise between the Protective Personnel (PP) and Security Supervision.  As the senior security personnel during off-shift hours, they provide 24/7 direct supervision for the PP  group, is the senior ACO security representative during off-shift hours and has decision making responsibility for site security compliance and real-time security related issues as defined in approved plans and procedures.  This position instructs employees on methods or procedures needed to perform job functions, directs work assignments, canvasses for overtime and shift coverage, advises in hiring and shift assignment decisions, and works closely with HR and union representation to ensure contractual obligations are met.    PP are an unarmed security  force and the first line of defense in the physical protection of  classified matter and special nuclear material.  They control and monitor access to site security areas, provide security-related support to site groups and maintain the security systems that monitor the daily site operations.    This Supervisor is responsible for maintaining a qualified, trained and compliant security force per the security configuration defined in the approved Security Plans.  The incumbent also performs additional duties and responsibilities in support of security management as needed, which may include processing plan and procedure changes, conducts training, drills and performance tests and other Professional Security Staff duties as required. Job Responsibilities: * Assist with execution of Centrus and ACO policies and procedures. * Serve as front-line supervisor on-shift for union represented PP group providing direct oversite to ensure compliance with established security plans, and PP post orders and procedures. * Ensure required PP positions are staffed in accordance with established collect bargaining agreement. * Serve as the senior off-shift authority for security related operations. * Ensures Security Access Control and Alarm System (SACAS) events are resolved in accordance with site approved procedures. * Review and approve PP time entry. * Assists Security management team in selection, qualification and performance testing of PP. * Conducts training and instructs PP in SACAS monitoring, data collection, and system support in accordance with approved procedures. * Ensures PP performance and execution standards are met and compliant with established procedural, policy and regulatory requirements. * Ensures all oncoming PP are fit for duty. * Ensure actions and assignments of the PP comply with legal, procedural, contractual (as applicable), regulatory requirements and customer needs. * Executes Centrus and ACO policies, procedures and training.  * Ensure all activities are clearly documented and a narrative log of shift activities is maintained. * Provide technical support to security alarm systems maintenance activities as required.  * Provide guidance to company and contract personnel to ensure compliance with established security requirements.  * Works closely with other departmental Shift Supervisors to ensure safety and compliance standards are met. * Works closely with U.S. Department of Energy (DOE) mutual aid armed security force (through RWA) to ensure seamless communication and support is maintained. * Develop change evaluations for site changes to security plans, structures, processes, systems, equipment, components, cyber security plans and the activities of personnel to determine the impacts and if the change will require U.S. Nuclear Regulatory Commission (NRC) prior approval.  * Evaluate changes to applicable Cognizant Security Agency’s directives for applicability to the American Centrifuge Program; assist with implementation as required. * Engages with Regulatory inspectors during site visits and ensures PP are prepared, trained and compliant during site inspections. * Assists the Security Management team in planning and performance for comprehensive facility security inspection activities and visits by NRC and DOE Inspectors. * Assists the Security Management team with site security system upgrades analysis, expansion and implementation during construction phases. * Manages and tracks security commitment related issues, actions and subtasks utilizing a web-based corrective action system. * Perform self-assessments/audits of Safeguards & Security related process/procedures. * Serve as the first point of contact for off-shift security support as required. * May qualify as a Derivative Classifier, Export Controlled Information (ECI), and Unclassified Controlled Nuclear Information (UCNI) Reviewing Official and perform reviews as necessary. * Assists with conducting Security Risk Assessments.  * Provide potential shift-work coverage for PP on an emergency basis per contract language. * Backfills for other Security Shift Supervisors as required. * Other duties as assigned by management. Decision Making and Impact: This position maintains, trains, monitors, supports and evaluates contracted security Protective Personnel.  Ensures Fitness for Duty is maintained by PP before and during each shift. This position instructs employees on methods or procedures needed to perform job functions, directs work assignments, canvasses for overtime and shift coverage, advises in hiring and shift assignment decisions, and works closely with HR and union representation to ensure contractual obligations are met. This position is accountable for the execution of security related work activities.  This position requires familiarity with, and adherence to, the requirements of the plant safety and health program (Industrial Safety, Industrial Hygiene, Radiation Protection, Safety Analysis, Nuclear Criticality Safety, and OSHA Programs) to ensure the protection of employees and the public from the effects of accidents involving radiological, chemical electrical, or other physical hazards associated with plant activities. Relies on extensive experience and judgment to plan and accomplish goals. Draws on past supervisory experience to exercise discretion and professionalism with personnel related decisions to maintain compliance.    Competencies: * Must possess or be able to obtain and maintain a “Q” level security clearance. * Must be able to work rotating shift schedule (nights and weekends) and overtime as required. Position Requirements: Minimum Education * An associate’s degree or equivalent combination of education, specialized training and experience may be considered.   Minimum Experience * Requires working knowledge of DOE and NRC policies and procedures as they relate to Security. * Two (2) years direct Supervisory experience. * Five (5) years’ experience in a Security related position. * Two (2) years’ experience in performance training. * Preference given to candidates currently possessing a Tier 5 Security Clearance. * Working in NRC or DOE Security regulated environment. * Five (5) years’ experience working with Security Access Control and Alarm System (SACAS).
