Job Description: 4LEAF is seeking motivated individuals for a Sidewalk Vending Enforcement / Code Enforcement Officer position within the City of Richmond area. No prior experience is required, we are willing to train the right candidate. However, experience in sidewalk vending enforcement or municipal code compliance is strongly recommended, as it will assist the officer in performing field inspections, vendor education, and enforcement activities in accordance with SB 946 and local municipal codes. Candidates should possess outstanding customer service skills, excellent written and oral communication skills, and have a valid California driver’s license with a clean driving record. Key Duties: Learn and apply basic codes, ordinances, laws, and regulations pertaining to code abatement and sidewalk vending. Perform field inspections, investigate complaints, and enforce applicable sidewalk vending regulations. Demonstrate safe and efficient work practices as they relate to code enforcement duties. Use modern office procedures, including basic computer knowledge for emails, word processing, and database entry. Maintain records, prepare reports, and document inspections and enforcement actions. Communicate effectively, positively, and professionally with the public, vendors, businesses, and city staff. Understand general municipal services and organizational structure as they relate to enforcement and administrative procedures. Requirements Qualifications: No prior experience required; training will be provided. Experience in sidewalk vending enforcement, nuisance abatement, or municipal code enforcement preferred but not required. Ability to learn and apply enforcement principles, practices, and methods with impartiality and efficiency. Ability to interpret and apply state and local regulations, including sidewalk vending laws. Strong written and verbal communication skills. Ability to maintain logs, photos, reports, and operate basic office and field equipment. Ability to work tactfully with the public, including difficult interactions. Candidates Must: Maintain a healthy working relationship with contractors, builders, and the public. Must have good customer service skills including good listening and negotiating skills. Must have excellent written and verbal communication skills. Must have excellent critical thinking and decision-making skills. Must have the ability to identify and solve complex problems by conferring and providing information to developers, engineers, architects, property owners, contractors, and others regarding code requirements and alternatives. Must be able to kneel, crouch, and climb tall ladders. Must have a valid driver’s license, with a clean record. Competitive hourly position starting at $30-45 Per Hour (Based on Experience).
