Description

The Skills and Capability Manager will be responsible for the development and delivery of the programme of onboarding, guidance and learning and Digital services training for the Research Systems Programme (Future IRAS).
We are seeking an experienced and inspirational learning and development professional to use their expertise across all teams at the HRA and the wider users of the research community across the UK to deliver a capability development service which influences staff performance, advises on improving capability and resilience, optimises talent management and leadership, health safety and wellbeing policies, diversity learning approaches, recruitment, retention and workforce planning.
The post holder will drive their own work and their team to deliver strategic capability goals that contribute to the development and implementation of the new digital service across the UK by working with stakeholders to deliver a service that is valued.
This post is key to the successful, implementation and smooth transition to the new digital services for all users of our research systems. The postholder will be expected to have experience in Face-to-Face classroom training as well as developing and delivering e-learning. They will put in place a training strategy to achieve this including: analysis of core IT skills in the workforce including our external stakeholders and the UK wide research community to support the use of Future IRAS. Full analysis of the current BAU training requirements across the UK IRAS landscape with focus on the correct methodologies of learning to support the varying stakeholders with consideration to the 70/20/10 methodology.
The postholder will focus on the transitions stages and optimising the correct methodologies of traditional face to face learning, self-paced learning, webinars and interactive e-learning. The post holder will provide strategic capability, learning and development advice and support to staff, managers, teams change programmes; and external stakeholders facilitating a culture where professionalism is valued.

QUALIFICATIONS:

Educated to Post graduate level (or relevant qualifications) in a relevant field, or significant relevant working experience of the subject matter
Masters degree or equivalent qualification=

KNOWLEDGE, SKILLS AND EXPERTISE:

In depth specialist knowledge of implementing learning strategy to enable good service design
Providing advice and guidance across projects on both content design methodologies and learning and guidance materials
Ongoing CPD development
Thorough knowledge of user centred design process and 70/20/10 methodology
Significant experience in a training manager/Learning and development manager role
Strong interpersonal skills to include diplomacy and sensitivity, negotiating and influencing, and an ability to work well with others at all levels
Excellent Presentation Skills
Excellent organisational skills with the ability to prioritise against a background of change, uncertainty, and demand across a number of stakeholders
Excellent oral and written communication skills with the ability to understand and interpret complex information and to make it relevant to a range of stakeholders
Problem solving and system/process design

EXPERIENCE:

Onboarding of new staff within team
Demonstrable experience of managing content design as a project lead
Demonstrable experience of management of large learning and development projects
Manage accessibility of content and testing user understanding within WCAG
Demonstrable experience of management of staff within team
High level report writing
Demonstrate intermediate experience of using MS office and Excel for developing reports and project management

ANALYTICAL AND JUDGEMENTAL SKILLS:

Multitasking and analysing opportunities, defining successful approaches and able to proactively solve problems
Evaluate design proposals from training officers and subject matter experts and make recommendations to business transformation team
Interpret strategy and translate into working objectives
