Purpose of Position:
The purpose of this position to is provide a variety of child welfare services, including child protection services, substitute care services, juvenile intake, juvenile court services and adult protective services as assigned.
Minimum Training and Experience Required to Perform Essential Job Functions
A Bachelor’s degree in Social Work preferred, plus two years of experience as a Social Worker plus completion of prescribed in-service training. Must be willing to attend and acquire or have already acquired the professional knowledge of and the ability to perform required duties (if pertinent) in the Children’s Code (Chapter 48 Wisconsin Statutes), Juvenile Justice Code (Chapter 938 Wisconsin Statutes), Basic Juvenile Intake Training,
Elder Abuse Statutes (Chapter 46 Wisconsin Statutes) and Guardianship and Protective Placement Statutes
(Chapters 54 and 55 Wisconsin Statutes). Must be able to successfully pass a criminal background check.
Must meet Wisconsin Social Work Certification Requirements or complete Social Work Training Certificate requirements within two years of hire date.
Must possess a valid driver’s license and own a reliable vehicle with automobile liability insurance that meets the minimum county coverage to perform off-site responsibilities.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive as the Department operates in a cross-trained fashion in an effort to ensure coverage in all areas. Other duties may be required and assigned regardless of your title or unit assignment.
Provide effective and efficient case management services, including referrals for internal/external services.
Assess strengths and needs of families, develop case/permanency plans, treatment/safety plans, and court reports/testimony.
Maintain professional working relationship with clients, outside agencies, county department, general public and supervisors and co-workers.
Maintain caseload as assigned and in accordance with Clark County, State of Wisconsin regulations,
Wisconsin Statutes and pertinent Federal Laws.
Complete necessary documentation accurately and with proficiency, in a timely manner.
Meet client and collateral contact standards, understanding that emergent situations arise unexpectedly what may require cancellation of previously scheduled activities.
Follow Department and unit polices/procedures and adhere to the Clark County Employee Handbook and Administrative Manual.
Conduct and complete assigned investigations according to Clark County Department of Social Services, State of Wisconsin (DCF and DHS) regulations, Wisconsin Statutes and pertinent Federal Laws.
Provide clear, concise and appropriate communication, both verbally and in writing to clients, family, outside agencies or the Courts as requested or required.
Conduct interviews and interactions with clients, outside agencies and public in a manner which reflects positively on the Clark County Department of Social Services.
Must participate in after hours on-call rotation (if applicable).
o Make contacts as required either via the telephone or face-to-face.
o Must be able to physically respond to on-call situations as needed within an hour.
o Complete appropriate documentation as needed.
o Complete applicable referrals based on contacts.
Continued Educational Requirements:
o Maintain Social Work Certification and advance program knowledge through trainings and continuing education.
o Obtain Juvenile Court Intake Worker training within six-month of hire (if applicable).
o Complete Department of Children and Family Foundation training within two years of hire (if applicable).
Foster Care (as assigned)
o License foster homes/relative placement according to Wisconsin Administrative Code 56 and Wisconsin State Statute Chapter 48.
o Developing, coordinating, and implementing training for Foster Parents as required by Clark County Department of Social Services and State of Wisconsin (DCF)
Juvenile Court Intake (as assigned)
o Screen and authorize all Temporary Physical Custody Requests according to statutory criteria and specific policies upon the request of police or social workers after investigations are made indicating a need for placement outside of the home for the child’s safety or to protect the public.
o Conduct Intake Inquiry Conferences with referred children or juveniles and their parents to determine if jurisdiction exists and to determine the best interests of the child or juvenile and public with regard to action to be taken.
o Make mandatory contact with victims prior to any action being taken by the intake worker.
o Complete required training on the Youth Assessment and Screening Instrument (YASI) tool and perform YASI assessments on youth referred to the juvenile justice system.
o Performs any other functions ordered by the court.
Coordinated Services Team (CST) (as assigned)
o Review and screen each referral made to the CST program with Social Work Supervisor.
o Develop, implement, and monitor needed crisis response plans, family assessments, and CST Plan of Care.
o Assigns and approves community member facilitators.
o Records and reports required data.
o Assists families with needed transition resources.
o Facilitates disenrollment and/or referral when CST ends.
o Comply with Targeted Case Management requirements.
o Collaborate with community partners, service professionals, and family members to develop and support treatment teams for youth enrolled in CST.
o Collaborate with other Voluntary Children’s Program professionals including Comprehensive Community Services and Children’s Long Term Support Waiver service providers.
Adult Protective Services (as assigned)
o Complete documentation of guardianships and protective placements in accordance to Clark County Department of Social Services, State of Wisconsin regulations, Wisconsin Statutes and pertinent Federal Laws.
o Conduct and complete assigned investigations according to Clark County Department of Social Services, State of WI Regulations (DHS), WI Statutes and pertinent Federal Laws.
o Review Elder Abuse Funds requests and comply with documentation.
OTHER SKILLS AND ABILITIES
Computer and Office Equipment
Ability to operate a variety of office equipment including personal computer, digital telephone, fax machine, calculator, copy machine, etc.
Must be proficient in Microsoft Office programs and ability to use the Outlook, Word and Excel functions with the ability to develop and expand detailed and complicated word processing techniques and programs.
Ability to enter information into eWiSACWIS, as required and stay current with changes in the eWiSACWIS system,
Ability to enter information into Filemaker as required and stay current with changes in the Filemaker system. Knowledge working with multiple data systems and tools available to manage data necessary to ensure compliance with State, Federal and County regulations and mandates including but not limited to Collaborative Caseworks (CCW), Program Participation System (PPS), and the Wisconsin Incident Tracking System (WITS) as required and stay current with updates.
Ability to use the computer to complete needed research.

Ability to add, subtract, multiply, divide and calculate decimals and percent, and make use of the principles of descriptive statistics.
