MINIMUM QUALIFICATIONS (AS REFLECTED ON THE TRIBAL EMPLOYMENT APPLICATION):

  • At a minimum, a Bachelor of Science degree in Civil Engineering, Construction Engineering, Environmental Engineering, Geotechnical Engineering or other related Engineering degree from an accredited Engineering College with emphasis on road and highway design, hydraulics, hydrology, construction, geology, and design of earthen embankments and general dam design.
  • Must possess an Engineer Intern (EI) license or ability to acquire in six (6) months. A Professional Engineering (PE) license is preferred.
  • Experience with computers, including road and dam design software such as Auto CADD, Civil 3D, ArcGIS, and skilled in WORD and EXCEL; experience with construction scheduling software such as Primavera, Microsoft Project and Bluebeam Revu.
  • Possession of a valid State driver’s license with the ability to obtain a Montana Driver’s License within six (6) months.
  • Must have liability or full coverage insurance on personal vehicle (if used to travel off-site in performance of duties).
  • Must wear Tribal Government identification and safety apparel when conducting field activities.
  • Required to successfully complete a certified defensive driving course approved by the department upon hire and every three (3) years thereafter.

Responsibilities
  • Assist with the administration of construction contracts for the Safety of Dams Program.
  • Conduct on-site inspection of construction projects. Provide direct supervision to the Inspector and Inspector Aid positions when those positions are associated with projects directed for SOD Program Manager.
  • Assist in the administration of SOD maintenance project contracts.
  • Assist with the preparation and procurement of the necessary permits for SOD Construction Projects, including providing data and information for Environmental Assessments, assisting with the NEPA process, assisting with the environmental permit process, and assisting with CSKT Preservation cultural clearances.
  • Prepare any necessary stormwater pollution prevention plans or other plans needed to satisfy environmental permit requirements.
  • Coordinate and schedule all SOD Maintenance activities as directed.
  • Prepare contracting requirements, plans, specifications and estimates for SOD Construction and Maintenance projects.
  • Produce designs for small construction projects including earthwork, concrete structures, cofferdams, pavement, curb and gutter, sidewalk, hydraulic and drainage designs.
  • Lead person for the SOD in the usage of road and dam design computer software, such as Auto CADD, Civil 3D, ArcGIS, HEC-RAS, and other computer programs used in the engineering and construction industries.
  • Assist the SOD Program with engineering designs to correct SOD deficiencies at BIA dams.
  • Maintains SOD maintenance database as recommended by annual, periodic, and comprehensive inspections.
  • Performs or assists in all annual, periodic and comprehensive inspections of BIA dams.
  • Performs project management duties including budget preparation and tracking of subsequent expenditures.
  • Assist Roads Maintenance Staff with annual planning of activities.
  • Adhere to and execute all Tribal and Federal procurement policies.
  • Utilizes Global Positioning System (GPS) equipment and other survey equipment for SOD program data collection.
  • Utilizes Geographic Information System (GIS) software such as ArcGIS Pro, ArcGIS Online, and ArcGIS field maps.
  • Schedules and directs overall guidance in the collection of civil design data including foundation investigations and topographic survey data.
  • Assists with legal land surveys and negotiations with landowners to obtain right-of-way for construction projects.
  • Assists as needed with administration of projects for the CSKT Division of Engineering and Water Resources (DEWR), which includes the Roads Program, Restoration Program, Irrigation Program.
  • Attend trainings and acquire certifications as directed.
  • Perform other duties as required.
