In short: You will further develop the open-source product LinkeXtractor with new pipelines, API adjustments, unit tests, and documentation, so that legal documents in the Kwest knowledge base are automatically recognized, linked, and made searchable. Assignment description: Further development of the open-source product 'LinkeXtractor' () to enable its deployment within the Kwest knowledge base (). To this end, two new pipelines will need to be developed: a pipeline for recognizing and linking internal references in the text of the consolidated law, and a pipeline for recognizing references and linking them in the explanatory memoranda. The latter pipeline will utilize existing routines for recognizing parliamentary documents, legislation, and judicial rulings, but must also be capable of recognizing references to both the new and the old legal code. Additionally, some work on the API is expected to ensure interoperability with Kwest. Unit tests and documentation will also need to be delivered. Given the dynamics of the Kwest project and the general use of the LinkeXtractor, other activities related to the LinkeXtractor may also fall under the scope of the assignment. Background On April 1, 2029, a new Code of Criminal Procedure is set to replace the current code. This is a very extensive legislative process. Due to the far-reaching nature of the changes, all parties in the chain (such as the Police, the Public Prosecution Service, the Judiciary, and the legal profession) must be able to prepare now. The code must therefore be published well in advance in a consolidated version, together with the explanatory memoranda and other documents (such as a large number of Orders in Council and ministerial regulations). To support this preparation, a knowledge base has been developed by Logius|KOOP: Kwest (Knowledge Base for the New Code of Criminal Procedure). Kwest contains, among other things, the consolidated version of the new law and the (very extensive) explanatory memoranda, a glossary, transposition tables, and a document library. In June 2026, Kwest went live as an MVP (Minimum Viable Product). The Client has a number of wishes for further development. An important wish is to provide both the law and the explanatory memoranda with an explanation by means of standardized hyperlinks to laws and articles of law, judicial decisions, parliamentary history, and European regulations. These links must also be usable for reverse queries (such as: “Give me all documents that refer to this article of law”). Since Logius|KOOP previously developed LinkeXtractor for recognition and standardized computer readability, and a fully revised version of this was recently delivered, developing the desired functionality within LinkeXtractor is opportune.
Performance condition regarding employment relationship
The nature and organizational embedding of this assignment mean that not every contract form is suitable; therefore, this assignment is assumed to be performed via secondment.
OverheidZZP does not exclude any specific contract form or category of contractors in advance. However, it is required that every assignment can be performed in a manner consistent with applicable laws and regulations, including the rules regarding the classification of employment relationships and the DBA Act.
The suitability of an assignment for a particular contract form is assessed based on the intended actual performance of the work and not solely on the basis of the chosen legal structure. Consequently, it may occur that an assignment, given the nature, structure, or organizational embedding of the work, is not suitable for all contract forms.
Upon request, bidders must demonstrate how they will perform the assignment and how they comply with applicable laws and regulations. If it is not sufficiently demonstrated that the assignment can be lawfully performed within the proposed structure, a bid may be disregarded.

– Extensive experience in building and maintaining (DevOps) complex systems and applications, preferably in multiple languages/frameworks, but in any case very extensive knowledge of Java, linked data, and XML. Extensive knowledge of REST principles and API development; – Experience in developing open-source applications, extensive knowledge of Git, CI/CD, Docker, and cloud platforms; – Working, testing, and documenting accurately.
