Overview The Software Engineer will play a crucial role in advancing the CDC Foundation's mission by developing and maintaining software applications for a public health association that specifically serves local, tribal and territorial populations. This role is aligned to the Workforce Acceleration Initiative (WAI). WAI is a federally funded CDC Foundation program with the goal of helping the nation’s public health agencies by providing them with the technology and data experts they need to accelerate their information system improvements. The Software Engineer will be hired by the CDC Foundation and assigned to Lawrence-Douglas County Public Health's Informatics Team. LDCPH is a PHAB-accredited local health department established in 1942 through a joint agreement between Douglas County and the City of Lawrence, serving approximately 122,000 residents. Douglas County includes the City of Lawrence, home to the University of Kansas and Haskell Indian Nations University, as well as the communities of Eudora, Lecompton, and Baldwin City, home to Baker University. The Software Engineer will have strong programming skills, a solid understanding of software development principles, and the ability to work collaboratively with cross-functional teams to deliver innovative solutions that improve public health. Ideal candidates should be equally comfortable solving technical problems by writing code, explaining technical design architecture to technical and non-technical individuals while also leading organizational strategy and change. Strong, demonstrable experience with Python is required, along with proficiency in web development, API development, relational databases, and cloud infrastructure. Knowledge of engineering best practices such as source control, automated testing, continuous integration and deployment, and peer review is essential. This position is eligible for a fully remote work arrangement for U.S. based candidates. Responsibilities · Design, develop, and maintain high-quality software applications in collaboration with project teams. · Write clean, efficient, and well-documented code using various programming languages and development frameworks. · Participate in the design and architecture of software solutions to meet the public health agency’s project requirements and scalability needs. · Identify and implement best practices for software development, including coding standards, code reviews, and testing methodologies. · Conduct thorough testing of software applications to identify and resolve bugs, performance issues, and other software defects. · Collaborate with quality assurance teams to ensure the delivery of reliable and user-friendly software solutions. · Work closely with cross-functional teams, including developers, designers, and project managers, to deliver integrated software solutions. · Participate in agile development processes, sprint planning, and team meetings to prioritize tasks and track progress. · Stay updated with the latest trends, technologies, and methodologies in software development. · Provide guidance on new tools, frameworks, and technologies to enhance the efficiency and effectiveness of software development efforts. Qualifications · Bachelor’s degree or higher in Computer Science, Software Engineering, or related field. · Minimum 5 years of relevant professional experience. · Proficiency in the Python programming language Experience with Python web frameworks such as Flask or Django. · Experience designing and working with relational database management systems (SQL) and Object-Relational Mapping tools such as SQLAlchemy. · Proficiency in version control systems (e.g., Git, GitHub/GitLab) and collaborative development workflows. · Experience implementing and configuring Microsoft Azure cloud platform and services, including cloud databases and security controls. · Experience implementing technical and administrative safeguards in compliance with HIPAA requirements for Protected Health Information (PHI), including data encryption, authentication mechanisms, and audit logging for security monitoring. · Experience designing, developing, and deploying software applications. · Knowledge of engineering best practices such as source control, automated testing, continuous integration and deployment, and peer review. · Experience with agile development methodologies, software design patterns, and best practices. · Strong analytical thinking and problem-solving abilities. · Excellent verbal and written communication skills. · Experience and ability to convey technical concepts to non-technical partners effectively. · Ability to analyze complex technical requirements and translate them into scalable software solutions. · Experience working collaboratively with public health program staff and data analysts. · Flexibility to adapt to evolving project requirements and priorities. · Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners. · Demonstrated ability to work well independently and within teams. · Experience working in a virtual environment with remote partners and teams. · Proficiency with collaboration and productivity tools such as Microsoft Teams and SharePoint, project management platforms such as Smartsheet, and documentation tools. · HIPAA compliance experience is highly desirable · Experience with HIPAA-compliant app development is highly valued. · Full stack Development Experience Preferred. · Experience implementing authentication, logging, and access controls. Job Highlights · Location: Remote, must be based in the United States · Salary Range: $103,500-$143,500 per year, plus benefits.
