Description:
REQUIRED QUALIFICATIONS
- 4 years of experience of specialized experience in a functional area of expertise
- Bachelor’s degree in relevant discipline or functional area.
- Ability to acquire and maintain a Public Trust Clearance.
DESIRED QUALIFICATIONS
- Experience in software quality assurance or testing, with a demonstrated understanding of software development lifecycles (SDLC).
- Strong understanding of geospatial data concepts, formats (e.g., vector, raster, geodatabases), and common GIS operations.
- Experience with GIS software, preferably ArcGIS or QGIS.
- Familiarity with scripting languages (e.g., Python, JavaScript) as used for GIS automation and analysis.
Overview:
We are seeking a QA Testing Development Expert to join our team supporting DOI BSEE TIMS contract in New Orleans, LA.
BOEM and BSEE are responsible for managing the nation’s offshore energy, minerals, and natural resources on the Federal Outer Continental Shelf (OCS). BSEE promotes safety, protects the environment, and conserves resources offshore through vigorous regulatory oversight and enforcement. BOEM manages the responsible exploration and development of offshore energy and marine mineral resources on the OCS. OCS production accounts for about 18 percent of domestic crude oil and four percent of domestic natural gas supply.

RESPONSIBILITIES
- Develops, implements, and maintains quality assurance/configuration management programs in support of a variety of software, hardware, and IT services.
- Establishes standards for life cycle, documentation, development methods, testing, and maintenance.
- Develops and defines major and minor characteristics of quality/configuration management (including metrics and scoring parameters) and determines requisite quality control/configuration management resources for an actual task order.
- Conducts or participates in formal and informal reviews at predetermined points throughout the system life cycle.
- Serves as liaison between Program Management and other functional groups to resolve issues regarding quality assurance/configuration management.
- Reviews and evaluates software products and services for adherence to government directives, standards, and guidelines.
- May provide task direction and guidance to less experienced team members.
- Develop test plans and scenarios specifically tailored to geospatial applications, ensuring comprehensive evaluation of spatial data integrity and analysis workflows.
- Execute tests involving the manipulation, analysis, and visualization of geospatial data within GIS software (e.g., ArcGIS, QGIS), validating both functionality and data accuracy.
- Utilize static code analysis tools on GIS-related scripts and custom tools, ensuring adherence to geoprocessing standards and best practices.
- Collaborate with GIS professionals and end-users to design user acceptance testing (UAT) scenarios that mimic real-world GIS workflows.
- Identify, troubleshoot, and document issues related to geospatial data quality, analysis functionality, and map visualization.
- Track test results and defects, ensuring clear communication regarding the impact of issues on geospatial workflows and data integrity.
