The Specialist II, Quality Assurance - Facilities Operation & Maintenance (O&M) reports directly to the Facilities Property Manager. This position is responsible for facilities operation and maintenance, contractor oversight and quality assurance (QA), asset renewal/replacement project management, heating, ventilation, and air conditioning (HVAC) maintenance and troubleshooting, Building Automation System (BAS)/Building Enterprise Management System (BEMS) oversight, and project support.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Advanced knowledge in and experience with MEP and HVAC system repairs and troubleshooting.
  • Knowledge in mechanical/plumbing repairs and electrical systems including both AC and DC voltage from low voltage to 480 volts.
  • Knowledge of project management practices for managing cost, schedule, and performance.
  • Extensive knowledge of commercial properties, facilities, and equipment.
  • Proficiency in using Microsoft Office, Outlook, and Project.
  • Self-motivated and focused on opportunities to continuously improve skills and processes.
  • Skilled in writing technical specifications and reading construction documents and schematics.
  • Working knowledge of commercial property management.
  • Ability in equipment purchasing, specifications and research analysis.
  • Knowledge of Environmental regulations and Sustainability programs.
  • Experience with Enterprise Asset Management and Computerized Maintenance Management Systems.
  • Detail oriented and professional team player with excellent customer relations-oriented communication skills that transfer to positive working relationships with clients, co-workers, tenants, contractors, and vendors.

TRAVEL REQUIREMENTS

Travel between properties as required to ensure proper property and facility operations and maintenance.

Responsibilities

Note: The duties and primary responsibilities below are intended to describe the general content of and requirements of this job and are not intended to be an exhaustive statement of duties.

  • Complete, oversee, and coordinate facility operations and maintenance. Triage facility issues and coordinate internally and via contractors to properly address these issues in a timely and financially prudent manner.
  • Maintain and troubleshoot all HVAC equipment and systems including reactive, preventative, and predictive maintenance internally, when possible, but primarily via HVAC contractors.
  • Provide QA to ensure all facilities maintenance is properly completed on time and within budget.
  • Determine improvement opportunities to reduce energy and business interruptions via facility enhancements.
  • Complete minor HVAC and BAS/BEMS work when assigned and support and oversee other HVAC work completed by others to ensure it is completed with expected quality, on-time, and within budget.
  • Oversee the operation of the facilities’ BAS/BEMS solutions to ensure HVAC and other critical equipment operate properly. Monitor and manage parent/child alarms to ensure they properly identify and provide notification of issues.
  • Project manage mechanical, electrical, and plumbing (MEP) equipment renewals and replacements, BAS/BEMS related projects, and retro-commissioning to ensure the work is done properly.
  • Inspect maintenance work performed by contractors to ensure contract compliance.
  • Complete QA to validate that facilities work is performed properly and contractor requirements are met/exceeded.
  • Support other project managers to complete contractor site tours, inspections, and to provide pertinent information to assist with project success when assigned.
  • Oversee updates of property condition assessments to ensure complete and fully accurate.
  • Ensure as-built, record drawings of MEP infrastructure are kept updated.
  • Ensure electrical panel directory cards are kept accurate per the National Electrical Code.
  • Assist with all contracts and contractors as assigned for the maintenance and inspection of equipment, climate control systems, buildings, and sites.
  • Assist with keeping a safe working environment for employees and visitors.
  • Prepare and maintain status reports on projects, equipment, and buildings for asset management with emphasis on HVAC and BAS/EMS asset assessment updates.
  • Assist with compliance of regulatory requirements and sustainability/energy conservation programs.
  • Available after normal business hours to respond to emergencies.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
  • Perform other duties as required and/or assigned.
