JOB DESCRIPTION:

This position provides Ground Systems Controller technical support. The Ground Systems Controller will be based at the Wideband SATCOM Operations Center (WSOC) located in Landstuhl, Germany (LOC).
The Ground Systems Controller is categorized as Mission Essential Personnel and is required to be on site during their scheduled shift, independent of weather conditions and base closures. Duty hours will be a typical Monday-Friday Schedule, with on call availability 24/7/365.
The successful candidate will be responsible hardware installation and maintenance, technical support, software upgrade and configuration management for a number of Satellite Communications (SATCOM) and Data Communications (DATACOM) systems supporting WSOC missions. The Technical Support Engineer (TSE) serves as an equipment coordinator for the facility. The coordination provided by the TSE for support of the infrastructure includes facility related maintenance, security systems (alarms, cameras, etc.); UPS (facility and user devices); HVAC systems; generator maintenance; server room support. The TSE is also responsible for the planning, coordination, and management of facility modifications.

QUALIFICATIONS:

  • Active DoD Top Secret clearance
  • Ability to meet Technical Expert Status Agreement (TESA) requirements to work in Germany with one of the following qualifications:
  • Bachelor’s Degree and a minimum 3 years of prior relevant experience
  • Associate’s Degree and a minimum of 7 years of prior relevant experience
  • Major certifications can count the same as an associate’s degree (see table below for list of major certifications)
  • No degree and a minimum of 11 years of prior relevant experience
  • The CompTIA Security+ (or higher) certification
  • One (1) year of relevant experience or education in SATCOM principles and SATCOM theory
  • Three (3) years of operational experience with Commercial or Military SATCOM systems
  • Relative knowledge of intelligence capabilities, processes, and tasking mechanisms necessary to support Government efforts for performance of SATCOM Interference tasks.

PREFERRED ADDITIONAL SKILLS:

  • One (1) year of relevant experience with the SATCOM apportionment planning and allocation processes taking into consideration all ground, space, and control networks, and operational control of sub-networks for apportioned SATCOM resources.
  • The best qualified candidates should have experience developing, planning, operating, controlling, and/or managing military or commercial SATCOM systems and software. Examples of such systems and software include, but are not limited to the following:
  • DoD Teleports and Gateways
  • Service Teleports and Gateways
  • Commercial Teleports and Gateways
  • Satellite Communications Operations Centers and/or Watch Offices
  • Mobile User Objective System (MUOS)
  • Wideband Global SATCOM (WGS)
Responsibilities

The Technical Support Engineer Specialist duties include but are not limited to:

  • Hardware installation and maintenance, technical support, software upgrade for the co-located WSOC Modernized Earth Terminal (MET)
  • Technical support for the Replacement Radio Frequency Interconnection Subsystem (RRFIS)
  • Technical support for the Replacement Patch and Test Facility (RPTF)
  • Technical support for the Replacement Satellite Configuration Control Element (RSCCE) L-Band Conversion System (RLCS)
  • The submission and tracking of facility-related work orders (HVAC, UPS, and electrical systems)
  • Direct coordination and interface with civilian public works representatives, along with support organizations and/or contractors.
  • Prepares, submits, and tracks work statement and justifications.
  • Serves as the point of contact for the reporting of building deficiencies
  • Serves as the point of contact for the fabrication and implementation of corrective measures concerning maintenance, repairs, equipment.
  • Serves as the quality control point of contact for maintenance, repairs, equipment.
  • Maintains all records, plans and drawings of building alterations, additional space requirements, etc. relative to office moves or reconfiguration requirements to include preparation and submission of Requests for Work Authorization (RWA).
