PURPOSE OF THE POST:
The Specialist - Technology & Development (Data-driven investigation support) contributes to ESOCC investigations and operations against encrypted communication platforms and supports serious and organised crime investigations containing large and complex datasets by leveraging and implementing relevant data science and AI techniques.
In close co-operation with other teams within Europol working on machine learning, data science and AI, the Specialist handles large volumes of structured and unstructured data contributed by MS or collected from open sources to make them accessible and available for Europol analysts to work with, ensuring data quality and maintaining Extract, Transform, Load (ETL) pipelines.
FUNCTIONS AND DUTIES
The incumbent carries out the following main functions and duties:
- In cooperation with the relevant Europol entities, develop scripts, employ and maintain data science models and tools to help prioritize and support data-driven investigations;
- Assess ESSOC relevant datasets to collect, normalise, store, process, visualise and analyse the respective data, such as on encrypted communication platforms, data traffic, seized devices or other contributions from member states and cooperation partners;
- Identify automation potential (e.g., audio/video and textual translation tool, OSINT tools specific for the needs for serious and organised crime) and build in cooperation with the relevant Europol entities replicable applications and features for investigations support, creating interactive and dynamic visualisation tools;
- Provide on-demand support to ESSOC teams in the area of their responsibility;
- Develop ideas and drive initiatives that leverage data science to enhance investigative strategies;
- In cooperation with the relevant Europol entities develop ad hoc scripts and implement machine learning models to extract insights, optimise processes, and enhance data-driven decision-making for operational and investigative purposes;
- Follow developments in data-driven investigations to maintain up to date expertise in technical and legal aspects of this area, including data protection principles, and understanding of ethical considerations in personal data handling, including AI Act and GDPR;
- Support the analysts and specialists designing and implementing international standards for data-driven solutions for law enforcement agencies, cooperate with respective member states units and scientists;
- Maintain close contact with other teams within Europol working on machine learning, data science and AI;
- Participate in meetings, working groups, and conferences and deliver presentations;
- Contribute to Europol’s strategic products;
- Perform any other duties in the area of competence as assigned by line management.
The main tasks of ESOCC are to:
- Provide operational support to prioritised cases;
- Support the EU Policy Cycle through the implementation of EMPACT priorities;
- Support the development of the Strategic Intelligence Picture on Serious and Organised Crime
• Produce appropriate character references as to his or her suitability for the performance of the duties;• Be physically fit to perform the duties pertaining to the post as further specified in Article 13 of the Conditions of Employment of Other Servants of the European Union (CEOS);
- Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties
