Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.  About the Role: The Specification Preparation Writer will support the U.S. Army Corps of Engineers (USACE) READI contract by preparing, editing, and maintaining technical specifications for emergency response, disaster recovery, infrastructure restoration, and facility reconstruction projects. This role provides technical documentation expertise to ensure construction specifications are accurate, complete, and compliant with USACE standards, federal regulations, and project-specific requirements. The Specification Preparation Writer will work closely with architects, engineers, planners, environmental professionals, and project managers to develop specifications supporting Design-Build and Design-Bid-Build projects. The position requires extensive use of SpecsIntact and adherence to Unified Facilities Guide Specifications (UFGS), Engineering and Construction Bulletins (ECB), and other applicable USACE criteria to support efficient project delivery and construction execution. Minimum Qualifications: * Bachelor’s degree in Technical Writing, Engineering, Architecture, Construction Management, Communications, or a related discipline. * Demonstrated experience preparing architectural-engineering (A-E) technical specifications for construction, infrastructure, or facility projects. * Experience utilizing SpecsIntact software and working with USACE, UFGS, CSI MasterFormat, or comparable specification systems. * Strong understanding of construction documentation standards, technical specification development, and federal design requirements. * Excellent written, editing, and document management skills with exceptional attention to detail. * Proficiency with Microsoft Office Suite and electronic document management systems. * Strong communication and coordination skills with the ability to work effectively with multidisciplinary project teams. Preferred Qualifications: * Experience supporting USACE, NAVFAC, AFCEC, GSA, FEMA, or other federal design and construction programs. * Familiarity with Design-Build and Design-Bid-Build project delivery methods. * Knowledge of construction materials, engineering disciplines, and facility systems. * Experience with Unified Facilities Criteria (UFC), Engineering Manuals, and federal acquisition requirements. * Certification in technical writing, construction specifications, or related professional discipline. * Experience supporting emergency response, facility restoration, or infrastructure recovery projects. Responsibilities: * Prepare, edit, and maintain technical construction specifications using USACE standards, SpecsIntact, and Unified Facilities Guide Specifications (UFGS). * Coordinate with architects, engineers, environmental professionals, and project managers to gather technical information necessary for specification development. * Review and update project specifications to ensure consistency with current codes, regulations, standards, and project requirements. * Develop specification sections for civil, structural, architectural, mechanical, electrical, environmental, and specialty construction disciplines as required. * Ensure specifications are coordinated with drawings, technical reports, calculations, and other contract documents. * Support Design-Build and Design-Bid-Build project development by preparing complete and accurate contract specification packages. * Perform quality control reviews of specifications to identify conflicts, omissions, inconsistencies, and compliance issues. * Maintain specification templates, standards, and documentation libraries in accordance with USACE guidance. * Support project teams during design reviews, technical evaluations, and construction document preparation activities. * Prepare revisions and updates in response to design changes, regulatory updates, and project-specific requirements. Skills: The ideal candidate must possess strong technical writing and specification development expertise to prepare accurate and comprehensive construction specifications supporting emergency response and recovery projects. Proficiency with SpecsIntact, UFGS, CSI MasterFormat, and related specification development tools is essential for producing compliant contract documents. A thorough understanding of construction practices, engineering disciplines, federal design standards, and contract documentation requirements is critical for ensuring technical accuracy and consistency across project deliverables. The candidate should demonstrate exceptional analytical and organizational skills to interpret complex technical information, coordinate multiple specification sections, and maintain document quality under demanding schedules. Strong editing and quality control abilities are necessary to identify discrepancies, eliminate ambiguities, and ensure alignment between specifications and design documents. Excellent written and verbal communication skills are required for coordinating with architects, engineers, project managers, and government stakeholders. Experience supporting federal A-E projects and applying USACE specification standards is highly desirable for successful performance under the USACE READI contract.
