Stellar Solutions is seeking a Spectrum Engineer to provide technical expertise across the full electromagnetic spectrum lifecycle in support of a Government customer’s environmental and sensing portfolio. This role is central to ensuring spectrum-dependent systems obtain and maintain the certifications, authorizations, and coordination required to support mission operations while complying with DoD, national, and international requirements. The position supports a high-visibility portfolio spanning spectrum certification, host-nation coordination, interference mitigation, and program-specific engineering analysis across multiple fielded and emerging systems. Role/Responsibilities/Qualifications This role serves as a key technical resource supporting spectrum access, regulatory compliance, and interference mitigation across a diverse mission portfolio. The Spectrum Engineer will work closely with Government stakeholders, spectrum management offices, and program teams to address current operational needs while shaping spectrum strategies for future capabilities. Success in this role requires strong technical judgment, disciplined execution, and the ability to communicate complex spectrum issues clearly to a Government team. Key responsibilities include: Prepare, submit, manage, and maintain DD Form 1494 applications and associated spectrum supportability documentation across the program portfolio Manage spectrum certification and supportability activities throughout the system lifecycle, including development, installation, modification, and decommissioning Coordinate with program offices and engineering stakeholders to identify and address spectrum impacts early in the systems engineering process for new systems and upgrades Lead resolution of OCONUS spectrum licensing issues in accordance with applicable agreements and DoD host-nation coordination procedures Support Government efforts to transition existing international spectrum licensing arrangements to appropriate government-to-government coordination mechanisms Identify, track, and support resolution of EMI/RFI incidents affecting operational sensor sites Perform electromagnetic compatibility analysis to assess and mitigate interference risks for current and future installations Coordinate with local, service-level, and combatant command spectrum management offices to deconflict operational spectrum issues Serve as a primary liaison between the customer team and relevant spectrum management offices and policy stakeholders Monitor spectrum policy developments, studies, and related activities that could affect program operations, and provide technical analysis to the Government team Review contractor-led spectrum studies, statements of work, and technical deliverables to assess accuracy and provide recommendations to the Government Manage program-specific radio frequency authorizations and maintain supporting technical characterization documentation for operational systems Review E3 analyses and RF test procedures, identify deficiencies, and provide recommendations to support regulatory compliance and site safety Lead development of initial spectrum supportability packages for new systems entering the portfolio Support AWS-3 and other spectrum-sharing coordination activities, including technical review, response development, and tracking of coordination actions Monitor licensee build-outs, interference reports, and related coordination activity to assess compliance with approved technical parameters Research and propose portable, cost-effective test approaches for site-survey spectrum measurements to assess the electromagnetic environment before sensor placement Required Qualifications Bachelor’s degree in Electrical Engineering, Physics, or a related technical field Minimum of four (4) years of experience in spectrum management Demonstrated hands-on experience preparing and submitting DD Form 1494 applications for DoD systems Experience with at least one major DoD spectrum management database, such as Spectrum XXI, EL-CID, or SCS Experience analyzing EMI/RFI reports and supporting mitigation efforts Strong working knowledge of the NTIA Manual and DoD spectrum management policies Solid understanding of electromagnetic theory, antenna principles, and propagation analysis Ability to perform electromagnetic compatibility analysis and communicate technical risks and findings clearly to a Government team Strong written and verbal communication skills Desired Qualifications Prior experience with OCONUS or host-nation spectrum coordination Clearance & Additional Requirements Must possess, or be able to obtain and maintain, a Secret security clearance Location This position is full-time, on site in Colorado Springs Compensation: The typical annual salary range for this position is approximately, USD $125,000 - $154,000. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. In addition to salary, this position is also eligible for a discretionary annual performance bonus, profit sharing / retirement plan and other benefits (all in addition to annual base salary). Deliverable(s) Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high quality, professional manner.
