MINIMUM QUALIFICATIONS

Three (3) years of advanced professional experience demonstrating the following:

  • Experience working on quality improvement processes
  • Demonstrated success with healthcare quality regulatory compliance and accountability activities
  • Meaningful application of data analytical principles to quality initiatives
  • Bachelor’s Degree in a health science or a related field may substitute for 1 year of experience OR Master’s degree in either a health science or related social science field may substitute for 2 years of experience.

PREFERRED QUALIFICATIONS

  • Master’s degree in the health or social sciences or related discipline.
  • Certified Professional in Healthcare Quality (CPHQ)
  • 4 years of experience working on quality improvement processes
  • Experience with data visualization tools.
  • Experience working in health services research or health care policy.
  • Experience working with health care data systems, such as claims data or electronic health records.
  • Experience with project management, technical and non-technical report writing, and oral presentation of analysis and results.
  • Knowledge of Minnesota public health care programs, including coverage policy and purchasing strategies.
  • Ability to work effectively with staff at all levels within and outside of the organization and have excellent communication skills.
  • Variety of experiences working effectively with others from different backgrounds and cultures.

Primary duties include:

  • Manage contracts and interagency agreements associated with Medicaid Quality functions including consumer access and satisfaction studies and surveys, audit/validation of quality measure results.
  • Serve as a resource to HCA program areas, MCOs and provider communities on health care quality performance improvement and access to care initiatives in accordance with the department’s Comprehensive Quality Strategy.
  • Design and produce highly technical health care data analyses to enable the Health Care Administration (HCA) to meet its responsibilities to assure quality care as the purchaser and manager of Minnesota Health Care Programs.
  • Advance HCA efforts to use available clinical and patient-generated data for quality reporting, analysis and evaluation of health outcomes for persons on Medicaid
