Job Overview GENERAL SUMMARY Under supervision of the Senior ITS Programs Manager, the Senior ITS Programs Analyst analyzes critical functions from which the outputs will be used to operate the business of IT. These critical functions include, but are not limited to: asset & portfolio management, disaster recovery & business continuity planning, data quality & master data management, performance metrics, strategic planning, and the administration of policies, procedures and processes. This is a cross-functional role driving initiatives vital to improving the quality, performance, and effectiveness of ITS systems. PRINCIPAL DUTIES AND RESPONSIBILITIES 1. Develops updates and administers policies, procedures and guidelines governing the management and administration of projects and programs. 2. Facilitates the development of ITS strategic business plans with input from the Business Technology Partners (BTPs) and their respective Business Units. 3. Develops, maintains and reports Key Performance Indicators (KPI) and department objectives. 4. Facilitates ongoing portfolio management reviews with leadership team and works with BTPs to leverage existing portfolio for future projects. 5. Develops and conducts training sessions with both internal staff and consultant staff on current policies, procedures and guidelines. 6. Assists in the continued development of a comprehensive DR plans to reduce negative impacts such as increased insurance, loss of passengers, decrease in revenue, reputation in the community/degraded brand. 7. Initiates, coordinates, and implements the programming of multiple projects assigned to the ITS Programs team 8. Facilitates the creation, processing and approval of ITS related OBA’s 9. Understands and interprets quality standards and/or methodologies to develop metrics and specifications for all airport and airfield systems. 10. Partners with training groups throughout the airport to establish, approve, and implement department and/or company-wide training to improve performance on new ITS initiatives. 11. Establishes and maintains vendor relationships supporting DR initiatives and works with Procurement to ensure language agreements include DR requirements. 12. Plans and oversees enterprise-wide testing events ranging from minor to major complexity and participation, including but not limited to, tests of the emergency notification system, secure remote access capacity testing, and tests involving multiples departments. 13. Manages, plans, schedules, supervises and evaluates the activities of subordinate staff and ensures the accuracy, timelines and quality of work produced. 14. Works with ITS project teams to educate about finance and budget data needs. 15. Develop data standards and requirements for ensure department compliance. 16. Manage standards for both hardware and software portfolios including compliance to policy requirements, refresh scheduling, and budget planning. 17. Coordinates the Change Management Process, facilitates Change Board meetings and presentation of Change Orders in accordance with Change Management policies. MINIMUM REQUIREMENTS · Bachelor’s degree in business management, computer science or related field. · Four (4) years direct work experience in an IT project environment. · Two (2) years of program/project management experience in a leadership role. · Any equivalent combination of education and/or experience may be substituted for the above. · Working understanding of Project Management Institute (PMI) Project Management framework. · Possession of a valid Class C driver’s license. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES · Knowledge of the principles and practices of business and public administration as they relate to project management. · Advanced interpersonal, written and oral communication skills. · Ability to influence others and move toward a common vision or goal. · Ability to teach new project management best practices and techniques to other employees. · Ability to provide support and solutions to project and customer problems. · Ability to analyze and translate solutions into financial and operational savings and/or other return on investments. · Ability to meet defined milestones and timelines in delivery of issues and solutions. DESIRABLE · Project Management Professional (PMP) certification (or effort in process) from the Project Management Institute (PMI). EFFORT · Works in an office environment. · May sit for prolonged periods of time. · Uses keyboard devices and computer monitors. · Uses near-visual acuity in reading written documents, drawings, contracts, and technical specifications. · Uses substantial reasoning abilities in performing analysis and solving problems. · Exchanges information by phone, in writing and in person. · Drives to locations on Airport property.
