The Earthjustice Policy & Legislation (PAL) team is hiring two Legislative Representatives. One position will provide legislative and administrative strategy development and implementation on issues related to clean air issues, including protection and advancement of the Clean Air Act. For this position, we are open to candidates at a Legislative Representative or Senior Legislative Representative level depending on experience (please see details below about the differences between each position).
The other position will be a Sr. Legislative Representative that focuses on providing leadership on the electrification of the transportation, building, and industrial sectors, including the advancement policies that promote a zero-emissions economy and defend and build on the policy progress made through measures like the Inflation Reduction Act, Infrastructure Investment and Jobs Act, and related issue priorities.
The positions directly interface with relevant congressional offices, committees, and staff, as well as executive branch offices such as the White House Council on Environmental Quality and other related executive branch offices, Department of Energy, Environmental Protection Agency, Department of Transportation, and other related offices and entities. This will be hybrid from the Washington, D.C., office twice/weekly.
- Please note, candidates with a JD will receive the title of (Sr.) Legislative Counsel.
LEGISLATIVE REPRESENTATIVE/ COUNSEL QUALIFICATIONS:
- Two to 6 years’ experience with the legislative process.
- Bachelor’s or Master’s in an applicable field for Legislative Representative. Candidates with JD will receive the title Legislative Counsel.
- Familiarity with administrative rulemaking process.
- Familiarity with the legislative process.
- At least two years of experience working the federal legislative and administrative process.
- Knowledge of the mission, organizational structure, and pertinent regulatory authorities of key agencies (including the Federal Energy Regulatory Commission, Department of Energy, and Pipeline and Hazardous Materials Safety Administration among others) preferred.
- Ability to handle multiple tasks, projects and deadlines.
- Detail-oriented and good organizational skills.
- Excellent writing and oral communications skills.
- Proven ability to work in coalitions and with allies.
- Experience in working with traditional and social media.
- Proven ability to work independently and proactively.
- Demonstrates an awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds and orientations.
- Contributes to the creation of a diverse, equitable and inclusive work culture that encourages and celebrates differences.
- Sr. Legislative Representative/ Counsel Qualifications:
- 6+ years’ experience in the legislative or federal agency advocacy process performing the functional responsibilities of Legislative Representative/Counsel.
- Masters degree or equivalent experience. Candidates with JD will receive the title Sr. Legislative Counsel.
- Substantial knowledge and experience with administrative rulemaking process.
- Substantial knowledge with legislative process at the federal level.
- Substantial professional working relationships with relevant congressional committees, key staff of relevant federal agencies and departments, and other regulatory bodies.
- Familiarity and experience with administrative rulemaking process.
- Substantial knowledge of, and experience with, the legislative process — primarily at the federal level.
- Experience with U.S. environmental and/or energy laws a plus.
- Proven ability to develop and implement successful legislative and administrative strategies and implement public education initiatives.
- Maintain leadership within D.C. environmental community on assigned issues.
