Job Summary Al Marwan Group is seeking a highly experienced Senior Materials Engineer – Roads & Infrastructure to lead material approvals, quality assurance, and regulatory compliance for major infrastructure and road projects in Dubai. The role requires deep expertise in Dubai Central Lab (DCL) coordination, RTA and Dubai Municipality (DM) standards, and sustainable construction materials. Key Responsibilities Lead Material Approval Requests (MAR) and ensure mandatory DCL conformity certification Ensure compliance with RTA, DM, AASHTO, and ASTM standards Develop, review, and approve asphalt and concrete mix designs, including Green Concrete requirements Implement and control Inspection & Test Plans (ITP) and Project Quality Plans (PQP) Coordinate with DCL-accredited laboratories and supervise site testing activities Conduct audits of batching plants and factories for DCL Product Conformity Certificates Act as the primary liaison with DCL inspectors for audits, sampling, and renewals Manage NCRs, corrective actions, and quality documentation Drive adoption of sustainable materials and recycled aggregates in line with Al Sa’fat and DCL requirements Qualifications & Experience Bachelor’s Degree in Civil Engineering or Materials Science 10+ years of experience in roads and infrastructure projects Minimum 5 years of Dubai experience working directly with DCL and RTA regulations Valid UAE Society of Engineers membership DM / RTA approval is mandatory Proven expertise in DCLD portals and product conformity schemes
