Primary Purpose PRIMARY PURPOSE OF POSITION Plan, manage and direct the activities of the Retail Rates department to support retail rate proposals involving several billions of dollars before senior management and, externally, before state agencies, including acting as an expert retail rate witness in litigated, regulatory proceedings. Includes planning, development, analysis, implementation, administration and providing central Company oversight of new and revised retail electric service tariffs, charges, terms, conditions, rules, reports, policy and contract forms directly and through delegation of work to subordinates with input from and coordination of other areas of the Company, regulators, and other interested parties outside of the Company. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies. Primary Duties PRIMARY DUTIES AND ACCOUNTABILITIES Plan, manage, direct, review, and approve complex technical and cost analyses methodologies to support electric retail rate design, embedded and/or marginal cost studies, and tariff provisions, terms and conditions using leadership skills, a broad understanding of electric utility operations, and in-depth working knowledge of financial, legal, billing, and regulatory concepts unique to the electric utility industry. Explain retail rate proposals and underlying analyses to senior management, communications personnel, state regulatory staff, major customers, and interveners. Act as liaison to state regulatory staff personnel for retail rate issues to influence and facilitate regulatory reviews. (20%) Prepare, review and present testimony and undergo cross-examination as Company retail rate design and retail rate administration expert witness for retail rate cases and other related filings with the state regulatory body using analytical skills and an in-depth working knowledge of retail electric service tariffs, charges, terms, conditions, rules, reports, policy, contract forms, legal, regulatory, billing, and financial concepts and standards unique to the electric utility industry. Participate in other state regulatory workshops, rulemakings, and similar proceedings as the Company's retail rate representative to influence outcome of such proceedings in a favorable manner that furthers business objectives. (20%) Plan, manage, and direct department activities necessary to provide central Company oversight for the Company's policies, rates, riders, terms, conditions, rules, and contracts for the provision of retail electric services upon which the Company recovers the several billion dollars of revenue that is required to operate and maintain the distribution business and recover the costs of providing bundled retail electric service, including oversight of any necessary regulatory filings and reporting required for the implementation of the same. (20%) Determine electric retail tariff interpretations and applicability for Company personnel, regulatory staff, customers, and consultants. Evaluate inquiries, issues, complaints, and adversarial positions and develop approaches to address. (20%) Formulate ideas and make recommendations to senior management regarding regulatory and strategic planning and the establishment of policy with respect to the provision of tariffed retail electric services. (20%) Job Scope JOB SCOPE Act as the official Company rate design and rate administration expert for retail electric service tariffs, charges, terms, conditions, rules, reports, policy, and contract issues. This position has a direct impact on the successful development, implementation, and administration of retail tariffs for the provision of retail electric service upon which the Company recovers the several billion dollars of revenue required to operate and maintain its distribution business and recover the costs of providing bundled retail electric service. This position is the primary retail rate contact for all other business units and regularly provides expert guidance and/or advise to those business units on matters related to retail rate application, administration, and interpretation. Day-to-day supervisory responsibilities are direct, administrative, or functional in nature, and will typically involve the management of a department or project team. Direction includes oversight of work assigned to subordinates, proper application of retail electric service tariffs and Company policies for such tariffs by a variety of areas across the Company, and compliance with regulatory requirements related to retail electric service tariffs. Internal contacts include senior management as well as personnel at all levels in various organization throughout the Company. External contacts include state regulatory Commission; outside attorneys including those that represent the Company and those that represent other parties in litigation involving Company tariffs; counterparts from other utilities; high-profile and influential customers, their agents, customer consultants, and other customer representatives. Interactions require satisfactory disposition, ability to adjust, skill in selecting appropriate courses of action, negotiation, influence and diplomacy. Cooperation, tact, excellent judgment, and persuasiveness are essential to advance the Company's position or to prevent measurable negative impact on the Company's credibility, image and/or business. Manages staff of 9, including 5 direct reports. Minimum Qualifications MINIMUM QUALIFICATIONS B.S. in quantitative field such as Engineering, Business, Accounting, Economics, or Mathematics. Typically career-level (10 - 20 years), with a minimum of three to five years in the Company's retail rate, regulatory, or financial area and two to three years in Company areas relating to retail rate application. Excellent written and oral communication skills are required to represent the Company internally and externally and to testify on behalf of the Company. Excellent analytical skills are needed to understand, plan and oversee cost analyses and rate design. Must demonstrate the ability to direct the work activities of other personnel and demonstrate ability to apply principles of management, finance, budgeting, and supervision. Ability to sort through complex issues, negotiate, reach consensus or a conclusion, and clearly and effectively communicate results. Working conditions are almost entirely confined to an office setting. 3-5 years of supervisory experience. Preferred Qualifications PREFERRED QUALIFICATIONS Advanced degree in Business, Economics, or Law highly desirable. Experience in Retail Rates, Operations, Customer Operations and Regulatory highly desirable Benefits Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $147,200.00/Yr. – $202,400.00/Yr. plus an additional $25K in Long Term Incentive Plan annually.
