Technical Program Managers (TPMs) own the delivery of larger engineering / technical challenges and transform engineering and operational excellence across our team. We are hiring a Technical Program Manager to lead the transition and scale of our listing platform to support all of our experience use cases for eBay Sellers.
As a Technical Program Manager, you will independently lead one or more broad cross-organization technical initiatives from the early stages through release. You will be responsible for influencing organizational roadmap priorities, aligning dependent domain owners, and giving technical direction. This role acts as the main liaison between technical teams, product managers, and other business stakeholders and manages communication with stakeholders. You will guide the technical direction and decisions to deliver a solution that meets eBay’s standards for customer satisfaction, efficiency, stability, extensibility, simplicity, and operational excellence.
Day to day, you will be able to identify when a technical solution requires additional technical guidance and elevate back to teams. You will assist in providing high level technical feasibility, technical dependencies and associated risks during the planning process. You will explore relevant new technologies, tools, methods, and processes to improve prod/eng ways of working

What you’ll be working on:

  • Identify opportunities for the GraphQL Federation Platform based on user needs, technical capabilities, revenue impact, and input from stakeholders.
  • Work with product managers and engineers to define requirements and specifications; manage the technical roadmap leveraging consumer feedback, site metrics, market research, and competitive analysis to create compelling cases for what we should do and why.
  • Evangelize GraphQL usage throughout the company; facilitate discussions to educate, share best practices, and understand use cases across teams. .
  • Phase and prioritize roadmap across multiple technology teams; clearly explain why these initiatives are important to our larger company goals
  • Clearly and effectively communicate the what, the why and the how up and down the organization including, but not limited to major launches, status of roadmap and goals
  • Build strong cross-departmental collaborative relationships with stakeholders that generate positive feedback
  • Monitor key performance metrics, clearly communicate what the numbers represent, and provide insight to drive product development recommendations

What we are looking for:

  • 10+ years of relevant work experience in technical program management in highly distributed development and business environments at a global scale; Bachelor’s degree in Computer Science or a related technical field. Master’s Degree in computer science, electrical engineering or a related technical discipline preferred.
  • Proven examples managing multiple complex, multi-phase strategic products in parallel with the ability to manage matrix teams in a global context to success delivery and excellence.
  • Deep understanding and experience of technical concepts behind the core components of GraphQL-based platforms; can communicate the what and why of these technologies to both technical and non-technical people.
  • Understands the tradeoffs between various language and implementation paths and can properly balance the need for product speed, flexibility, and stability with the cost of technical debt.
  • Can take a high-level, strategic view on the developer experience provided by the data platform and grasp how it impacts product development; can articulate and advocate for a product development ecosystem that enhances product capabilities through a properly designed end-to-end stack.
  • Deep understanding of the product development lifecycle from planning through deployment; experience defining processes to manage product lifecycle. Experience in Agile/Scrum methodologies and working in Agile teams.
  • Experience establishing and leading teams through multi-disciplinary relationships, including product management, engineering, design and partner program management functions. Examples of cultivating collaboration, strategic alignment and coordinated planning and execution across multiple functions.
  • Expert level communication skills and effective story-teller; experience using both analytics and financial targets to express timelines and impacts. Ability to represent work to senior leadership and frame discussions to gain valuable feedback.
  • Operates with a sense of urgency; can step outside their defined role in order to get something done;
  • Is in their element at the intersection of technology, operations, and business; and Is able to work collaboratively with a team of senior backend engineers and architects
  • Strong technical background, including knowledge of frontend, backend, infrastructure and mobile application technologies, and experience in an agile environment.
  • Nimbleness and comfort with ambiguity; a track record of responding quickly to rapidly evolving threats and opportunities.
  • Ability to know an audience and to communicate clearly and concisely across written, verbal and visual mediums.

The base pay range for this position is expected in the range below:
$132,000 - $212,000
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
