TITLE: Staff Assistant (Accountability and Administration) Division: J1 Division, Military Personnel Branch GRADE: G10 Type of Contract: Temporary Duty Location: Headquarters Allied Joint Force Command Naples, Italy 1. Post Summary Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area. As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict. It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters. The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions. The J1 Division is responsible for planning, preparing, executing and developing the human resources plans and programmes for JF HQ and supported organizations. The Military Personnel Branch is responsible for developing and implementing staffing policy applicable to JF HQ and deployed HQs. The incumbent executes activities pertaining to policies and procedures, staffing accountability and administration, and in/out processing of HQ military personnel. This post reports to: OJS RHMX 0010 - Branch Head (Military Personnel) - OF-4. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorized as: No Risk 2. DUTIES The incumbent's duties are: Contribute to and assist in the execution of policies and procedures relating to staffing accountability and administration. Organise feedback and review sessions with HQ BSG POCs and National Support Elements POCs involved in the in/out processing of personnel. Report to the Branch Head any new requirements relating to staffing accountability and administration that require further consideration by SHAPE HRDS. Assist with the in/out processing of HQ military personnel and support the personnel accountability process. Conduct staffing availability audits using assigned human resource databases/systems to track, verify, and improve the quality of data held within those systems. Participate in exercises and establish staffing spreadsheets/databases for elements involved in such activities. During Exercises/Missions support the MILP Bh as required (e.9. support to CJOC). Assist in staffing and workforce related activities in coordination with Senior National Representatives (S N R). Undertake duties as part of a project team or working group, as directed or assigned. Perform a similar range of duties at the same professional level. The incumbent may be required to perform like duties elsewhere within the organization as directed. The incumbent is required to undertake operation deployments and / or TDY assignments both within and without NATO's boundaries. 3. QUALIFICATIONS AND EXPERIENCE ESSENTIAL REQUIREMENTS University Degree in human resources management, business administration, law, social sciences, or related field, public administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 3 years post related experience. Work experience with software and databases for the administration of personnel. Prior experience with in/out processing of personnel, preferably military staff. Experience in a multinational/international environment. Must have an English Standard Language Proficiency level in Listening Speaking, Reading, and Writing (SLP 3333 based on NATO standards) Host Nation Language is required. DESIRABLE REQUIREMENTS Familiar with NATO regulations and procedures related to Personnel Management. Familiar with decision making processes within NATO. Experience in management of Human Resources Projects and their evaluation. 4. POSITION AND CANDIDATE PROFILE Personal attributes The incumbent must show initiative and judgment in dealing with a variety of tasks and issues. Must be a quick thinker and able to handle last-minute requests. Uses own initiative to propose solutions for unexpected problems and determine which issues to refer to supervisor. Sound judgment and initiative are required in setting priorities within own area of autonomy and in recommending and implementing policy and procedural improvements. The incumbent must have interpersonal sensitivity, diplomacy, courtesy and tact, along with strong good communication skills, are essential to interaction at all levels, within and without the organisation. Fluency and clarity of expression, both oral and written, characterise the incumbent. In addition to integrity, flexibility, and discretion, the incumbent must possess planning, organising and critical thinking skills, and commitment. Must be able to set priorities. As SME repeatedly works under pressure, long/irregular working hours, and carries high workload. Professional contact The incumbent must possess ability to brief and closely interact with Senior (2 and 3 star level) Flag Officers. Regularly contacts with host-nation military organizations and services, Local National Representatives and National Military Representatives at SHAPE, and with the various activities/commands supported by JFC HQ. In a support function, will be requested to interact with host-nation authorities in theatre on personnel administration issues. Interacts with deploying staff and with sending HQs as well as with providers of pre-deployment training. Contribution to the objectives Work involves the provision of information or analysis of part of a task assisting others to take action within the organisation. Direct contribution to the Organization's objectives by ensuring compliance with NATO regulations, meeting organization staffing needs and ensuring effective functioning of the human resource management programs. 5. CONTRACT The selected candidate will be offered a three-months temporary contract of employment with the possibility of renewal, if later required. The basic entry-level monthly salary for a NATO Grade G10 in Italy is Euro 4,150.63 which is not exempt from national taxation. 6. HOW TO APPLY: 1.
