POST CONTEXT Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives. It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR’s Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force. The Finance Directorate is responsible for all financial management operations, the safeguard and the correct application of all appropriated and non-appropriated funds approved for use by JFCNP. The Budget Branch is responsible for all budgeting activities in support of the JFCNP HQ, the JLSGNP HQ, Exercises and Operations and Missions under JFCNP AOR. It collects and analyses operational and organizational requirements for both static and deployable elements and prepares respective budgets. The incumbent assists in the preparation of HQ annual budget estimates, Budget Execution Reports (BERs) development, analysis' and statistics. He/She assists in the coordination and provision of the Consolidated Resource Proposal and Medium Term Financial Plan. 2. DUTIES The incumbent's duties are: - Supports the HQ & AOM Budget Officers in the execution of budget activities and during the screening/approval process of the budget estimates and trimester reporting at local headquarters provides data support to all Budget Officers and the Branch Head. - Assists with budget analysis, statistics and budget execution data related to the HQ and operational budgets including complying agency and supplier execution data based on identified methodologies. - Supports the Budget Officers in HQ & AOM control functions during the management of the allocations of the military budgets, using cost-shared formulas where existing. - Compiles financial data analyses resulting from requirements submitted in preparation of the Medium Term Resource Plan (MTRP) and the Allied Operations Requirements Resource Plans (ARRP). - Supports the process that leads to the proper use of allocated international funds in accordance with the guidance and rules and regulations from NATO financial bodies. - Assists with the execution of budgets received from NATO and non-NATO entities, including budget delegations. - Acts as Alternate Fund Manager for J8 when needed, and executes purchase requisitions for these related budgets. - Executes receipts of goods and services as directed. - Prepares maintenance of accounts and statistics as required by the Branch Head. - Supports deployed elements in the development of budget statistical analyses and the preparation of reports to higher headquarters. - Undertakes work as part of a project team or working group as directed or assigned. Decision Authority - Internal Co-ordination authority. 3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as No Risk. 4. QUALIFICATIONS ESSENTIAL Education/Training Higher Secondary education and intermediate vocational training in finance, accounting, business administration, economics, public administration or related discipline which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. Experience - Experience in Financial Management. - Professional experience in finance and budgeting in a technical position. - Advanced knowledge in word processing, spreadsheets and graphic presentation, Database, eMail Clients/Web Browsers, and Web Content Management. - Must have an English Standard Language Proficiency level of SLP 3322 (Professional level in Listening, Speaking and Functional level in Reading,Writing, based on NATO standards). DESIRABLE ASSETS Education/Training - A University degree or diploma in management information systems, accounting, economics, finance, business administration, management, or related field. Experience - Experience as Budget Assistant in NATO or other international or national organisation. Specific Experience with the NATO Automated Financial System (FINS) and/or Oracle Financials. - Demonstrable knowledge of computerised financial systems design and operation. - Demonstrable experience in financial analysis statistics and graphics presentation. - Membership of a national or international professional body in the field of business or finance. - Minimum of 3 years' experience in a related field which should include at least 1 year of supervisory duties. - Experience in operating automated accounting system(s). - Experience in analysing financial data for military missions. - English Standard Language Proficiency level of SLP 4343 (Expert level in Listening, Speaking and Professional in Reading and Writing, based on NATO standards). - Italian Standard Language Proficiency level of SLP 3322 in Listening, Reading, Speaking and Writing, based on NATO standards. 5. POSITION AND CANDIDATE PROFILE Personal attributes - The incumbent must have demonstrable analytical skills developed from a broad experience in NATO budget, finance and funding in order to provide analyses appropriate to the achievement of objectives. - The incumbent must have influencing qualities to ensure that the significant data analysis can be understood by all staff officers as the data will influence their decision making. - He/she must therefore be aware of management concerns (management identification) and be able to address these concerns through coherent and logical analysis techniques. Professional contacts The incumbent must maintain Internal contacts at all staff officer levels of the command ranging inclusive of Branch Head and up to Financial Controller level. External contacts include higher headquarters, other headquarters and financial support suppliers. Internal and external contacts are for information and discussions. Contribution to Objectives The successful analysis of the international budgets is an important contribution to the Command’s objectives and the resource planning mechanisms. The incumbent plays a significant role in this process and the performance impacts on the division, command and region achievements and helps the Financial Controller in establishing financial objectives for the Command.
