Post Context ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines. The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously. The ACT Office of Security has staff responsibility to execute, provide and coordinate security services to the headquarters, its subordinate commands, and to the NATO community at large, operating at all levels of command to ensure the security of its personnel, assets, and resources. The Staff Officer (Business Continuity) within the ACT Office of Security is responsible for Business Continuity (BC) policy, planning, oversight and guidance. With regard to the BC concept, it is stated as the conceptual and procedural approach, in terms of planning, preparation, and exercise execution, to enable ACT to operate, at an essential level, in case of serious incidents or disasters and enable the recovery to a normal operational state within an acceptable period. Principal Duties: Developing and maintaining ACT & HQ SACT Business Continuity (BC) directives and guidance. Supporting HQ SACT and subordinate entities in developing and implementing local BC Plans. Providing advice and guidance on BC matters to ACT subordinate commands. Participating in Security Inspections of subordinate entities to assess compliance with BC requirements. Reviewing HQ SACT BC Plans to assess compliance with requirements. Developing and maintaining ACT BC Education and Awareness Program. Supporting the training of staff with specific BC responsibilities. Providing Business Continuity direction and guidance to all HQ SACT staff. Developing and maintaining the ACT-wide Business Impact Analysis (BIA). Provide advice to Subordinate commands with their BIAs. Ensuring non-mitigated known BC risks are made known to the Risk holder of ACT, so that the Risk holder may either accept said risk, or provide guidance and funding to properly mitigate against said risk. Supporting BUDFIN to create and maintain updated BC and disaster recovery budgets. Undertaking any other tasking as directed by line management. Essential Qualifications / Experience: University Degree in business administration, engineering, economics, public administration, operations research, business process engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. A minimum of 3 years’ experience in business or office administration, in a position of management responsibility. Experience in writing and developing policy documentation. Strong oral and written communication skills. Language: English – SLP 3333 - (Listening, Speaking, Reading and Writing) Desirable Qualifications / Experience: Experience in a security or operational planning field. Experience analyzing security impacts to Business Continuity planning. Experience in a large international organization BC operations. Practical knowledge of military organization missions, functions, and operations. ISO 22301 Lead Implementer ISO 22301 Internal Auditor ISO 22301 BCMS Lead Auditor Attributes/Competencies: Personal Attributes: The post-holder must be able to work independently with little supervision to achieve their outputs. The incumbent must demonstrate excellent speaking and presentation skills, interpersonal tact and the ability to work harmoniously in a fast-paced, changing international environment. The candidate must be comfortable dealing directly with individuals holding all ranks on a daily basis. Strong team work is essential. Post holder will plan own work and will be required to use initiative and own knowledge to deliver effective outputs. Professional Contacts: The post-holder must develop and maintain professional contacts, often at a higher level, both within HQ SACT but also across HQ NATO and with other external stakeholders. Contribution To Objectives: The incumbent will be responsible for directing the organization and implementation of Business Continuity activity across ACT. The post-holder will be required to provide advice and guidance on BC matters and design and implement BC directives, the success of which directly impact SACT’s ability to meet future tasking. Security Clearance The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment. Contract Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
