Post Context/Post Summary Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives. It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR’s Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force. The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions. The J1 Division is responsible for planning, preparing, executing and developing the human resources plans and programmes for JF HQ and supported organizations. The Civilian Personnel Branch is a shared services provider for NATO bodies, units, and/or activities, for which it plans, executes, develops and implements policies and procedures pertaining to procurement, life-cycle management, training, remuneration, deployment and separation of their civilian human resources. The incumbent executes activities pertaining to contract management, staff performance and development, and staff relations for all assigned civilian personnel. 2. Principal Duties The incumbent's duties are: -Manage the full contract cycle for all administered civilians, irrespective of category (NATO Civilian, LWR, MWA, Temporary, Consultant, etc.). This includes, but is not limited to, issuing initial (first) employment contract, follow on contracts, contract confirmation letters, probationary period letters, letters of temporary and permanent reassignment, letters for termination. -Oversee the entitlement to privileges and immunities for administered civilians. -Obtain documents supporting allowances, privileges, and immunities from administered civilians. -Ensure that statements of employment for administered staff for official purposes such as obtaining visas, sojourner permits, opening bank accounts, utilities, etc., are properly issued. -Manage the complaint procedures available to civilian personnel based on standing policies for different categories of personnel administered. -Manage the disciplinary procedures based on standing policies for different categories of personnel administered -Administer the staff performance management programme and similar staff evaluation systems for all categories of administered staff. -Interact with supervisors and employees regarding performance, grievances and/or disciplinary matters, thus providing mediation services and remedial measures. -Propose annual and ad hoc training plans to CHRM management based on requirements identified by supervisors and employees and/or by results of the overall assessment of staff performance. -Act as primary point of contact for NATO-led training programs for civilians and for Headquarters-specific training programs for all staff. -Provide periodical reports to CHRM management regarding the performance of civilian staff. -Interact with the Medical Consultant for organizing periodical medical examinations and regarding employees on long-term illness. -Manage invalidity processes for all categories of staff (e.g., the NATO Invalidity Board, etc.). -Provide CHRM management with policy proposals affecting life cycle management of administered civilians (e.g., NATO Civilian Personnel Regulations, SOPs, Collective Labour Agreement, etc.). -Deploy to manage a Civilian HR office in Theatre, as required. -When directed, perform the duties of Staff Officer (CRO). -When directed, perform the duties of Staff Officer (Recruitment). 3. Special Requirements and Additional Duties The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as No Risk. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required. 4. Essential Qualifications a. Education/Training University Degree in human resources management, business administration, law, social sciences, or related field, public administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. b. Professional/Experience At least four years function-related experience in a Human Resources department, preferably in staff relations, of which at least one year in a supervisory role. Civilian personnel administration experience Experience with statements of employment for administered staff for official purposes Experience interacting with supervisors and employees regarding performance, grievances and/or disciplinary matters c. Language English - SLP 3333 - (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. The HQ's host nation language is required. 5. Maturity, poise, tact, firmness and persuasion characterise the successful incumbent, when managing training activities, advising and counselling staff on training and career development opportunities. Initiative is required to identify and propose, in coordination with management, appropriate training modules. In addition to integrity, flexibility, and discretion, must possess planning and organizational and critical thinking skills, and commitment. Must be able to set priorities and recommend policy changes aimed at improving training and career development effectiveness. Frequently works under pressure, works long/irregular hours carrying high workload. • Professional Contacts: The incumbent is required to interact with staff, divisions, supervisors, supported entities and other NATO bodies regarding relations and staff development, and training activities. Interfaces with training providers. Maintains professional contacts with the local authorities e.g., tax, customs, labour office, host nation ministries, alien registration and other community officials and Medical Insurance Company. When requested, represent the Section Head in meetings or boards concerning staff development. • Contribution To Objectives: Makes a significant direct contribution to the work and the objectives of all NATO entities where supported civilian personnel are employed by maintaining an effective civilian HR management programme. Manages CHR programs, including the relations and staff development program aimed at promoting competency and commitment, thus enhancing the quality of the organisation’s human capital, directly affecting the organisation’s ability to meet its objectives. The incumbent also contributes to the development of objectives by proposing policies aimed at improving the quality and performance of civilian staff. Monitors and facilitates compliance with policy, legislation and regulations connected to the administration of civilians employed in support of the organisation and supported entities. The basic entry-level monthly salary for a NATO Grade G15 in Italy is Euro 5,879.80 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions. 8.
