Description

Under supervision of the Staff Services Manager I, the Staff Services Analyst (SSA) performs a variety of complex technical duties requiring a high degree of accuracy in support of the Market Enforcement licensing System (MELS). The employee independently maintains and manages the integrity of the MELS database for staff usage during the course of investigations, licensing follow-ups, revenue status and program funding. The employee applies program-specific laws, rules, regulations and policy as they relate to the processing and issuing of licenses. Quality control and timely issuance is very important in performing the tasks of issuing licenses. Employee must demonstrate independence and use judgment when maintaining confidential Branch correspondence.

  • Conduct in-depth electronic and hard copy application packet evaluations which include documenting receipt of application packet and confirmation that all required documents have been received according to Division 20, Chapters 6 and 7 of the Food and Agricultural Code.
  • Accurately log application packet receipt and progress in the MEL database for monitoring; research discrepancies and identify resolutions, as needed.
  • Review and evaluate or confirm approximately 350 new, renewal and agent applications a month to ensure required information and documents are submitted timely and according to, CA Food and Agricultural Code, CA Code of Regulations and Branch Licensing Policies and Procedures.
  • Approve and issue all business and agent licenses after reviewing a completed application.
  • Maintain state vehicle records and databases.
  • Maintain cashier receipt books and petty cash box.
  • Prepare correspondence and other documents for the Branch Chief and Supervising Special Investigators as requested.
  • Proof correspondence and reports for the staff as needed.

Working Conditions
The duties of this position are generally performed at the MEB Headquarters office located at 1220 N Street, Room 116, Sacramento, CA 95833. The incumbent’s workstation is located in the licensing unit and equipped with standard office equipment.
Occasional licensing or outreach sweeps are performed in the field and require work away from headquarters office. Employee occasionally will travel or work in inclement weather and in open spaces without an office. Travel may occur by personal vehicle, state vehicle, air or other transportation means.
Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy.
