Description

Patton State Hospital, Human Resources Department is accepting applications for at least one (1) Permanent, Full-time appointment to the Staff Services Analyst (SSA) classification in the Health Information Management Department (HIMD). This position is under the direction of the HIMD Director.

Staff Services Analyst responsibilities shall include, but are not limited to:

  • Oversees, coordinates, reviews, analyzes, and determines the appropriate response to requests for Protected Health Information (PHI), including requests from former patients, family members, representatives, and outside agencies.
  • Ensures all ROI requests are completed and meet quality standards. Reviews and facilitates the final phase of all release of information requests, court orders, subpoenas for final completion and approval.
  • Analyzes and ensures that authorizations are valid and that services/procedures performed when responding to PHI requests conform to applicable statues, laws, regulations, standards, and policies of the hospital. Prior to processing, assures that the core elements of a valid authorization to release health information are clearly met. When not met, communicates needs to the requestor.
  • Prioritizes, tracks, logs and processes release of information requests and delegates requests to ROI staff for processing. Tracks and logs incoming requests/authorizations for release of PHI. Determines urgency of incoming requests (e.g., information needed for continuing care) and verifies information needs.
  • Coordinates, reviews, analyzes, and determines the appropriate legal response to subpoenas, court orders, and requests with authorizations that call for the release of PHI.
  • Assures responses conform to applicable statues, laws, and regulations and policies of the facility. Prepares tracking documents, affidavits, and declarations. Assures requests from attorneys and/or their representative(s) are processed in a timely manner, and assure records are available for inspection for copying.
  • Maintains Accounting of Disclosure Log. Logs and tracks disclosure of patient information as required by federal law.
  • Analyzes and ensures that subpoenas and court orders are valid and that services/procedures performed when responding to PHI requests conform to applicable statutes, laws, regulations, standards, and policies of the hospital. If requests are not valid, advises requestor how to proceed further.
  • Prioritizes, tracks, logs, and processes subpoenas, court orders, and requests with authorizations. Makes timely contact with the party issuing the subpoena or court order to acknowledge receipt and advise DSH-Patton’s response. Tracks and logs incoming requests/authorizations for release of PHI in Accounting of Disclosures Log.
  • Performs the duties of the Health Record Coordinator for the hospital and assists the HIMD Director in developing, implementing, maintaining, and monitoring the medical record filing format guidelines.
  • Reviews, analyzes, and updates the Designated Record Set as necessary. Maintains an up-to-date order of filing and thinning guidelines of the health record. Updates guidelines as forms are introduced into or deleted from the health record. Ensures documents/forms in the health records are appropriate and follow hospital policy/procedure.
  • Contributes to the hospital’s operational needs by gathering, tabulating, and analyzing data. Provides needed information by preparing written reports and/or graphic charts. Presents ideas and information effectively both orally and in writing.
  • Performs analytical studies and identifies trends to ensure that the organization, procedures, and methods by which DSH-Patton manages, maintains, and releases PHI and health records meet all Federal, State, and regulatory agency requirements.
  • Prepares and presents executive presentations and prepares and generates written reports and/or graphic charts any other departmental analysis and reporting measures required to successfully meet and maintain compliance with reporting agencies.

Working Conditions
Patton is a forensic psychiatric hospital and was established in 1890 and opened in 1893. DSH-Patton provides treatment to forensically and civilly committed patients within a secure treatment area. The hospital does not accept voluntary admissions.
