PER CCR 249.3, THIS JOB CONTROL MAY BE USED TO FILL SUBSEQUENT VACANCIES.

Under the general direction of the HRB Branch Chief (SSMIII), the Staff Services Manager I (SSM I) serves as the Transactions Manager overseeing all transactions (pay/benefits/leave), position control, and WC/RTW. The units consist of a group of technical, professional, and clerical staff who perform a variety of personnel related activities including but not limited to: processing payroll/benefits/leave, employee appointments/separations, position control; administration of disability benefits including the RTW program, which includes workers’ compensation, NDI/SDI, FMLA/CFRA, etc. The incumbent also serves as the SCO Security Monitor, in addition to being the subject matter expert in other areas such as those relating to CalPERS, SCO, etc.

As a leader in state government, the incumbent is responsible for developing and inspiring staff including building their skillsets, monitoring their performance, amongst other leadership functions, including, but not limited to, regularly going through each policy/process under their purview to ensure its as streamlined as possible, setting clear expectations for staff to achieve productive results by developing plans to meet goals, leverage staff skills, and solve problems; build collaborative relationships and foster an inclusive environment for consensus-building and decision-making; coach, guide, train, instruct, and develop team members by empowering them through a sense of shared ownership and decision-making. The incumbent must possess the following soft skills: communicator, team player, adaptable, emotional intelligence, leadership skills, time management, critical thinking, exemplary work ethic, honesty, integrity, and use of good judgment.

  • Plan, organize, train, direct, and evaluate staff to ensure personnel and payroll transactions are processed accurately, timely, completely, and in compliance with all laws, rules/regulations, bargaining unit contracts, etc.
  • Provide oversight, direction, leadership, guidance, and training to all employees under their purview.
  • Regularly monitor and update processes as needed to streamline and reduce workload where possible.
  • Establish goals and objectives for the work of the units; provide direction and guidance to ensure work assignments are carried out efficiently.
  • Evaluate and counsel staff regarding job performance, prepare probation reports and annual performance appraisals. Ensure that staff has the necessary tools, equipment, and training to effectively perform the essential functions of their positions. Develop training and work plans for staff. Approve/deny leave requests and ensure adequate operational coverage.
  • Interpret and apply all laws, rules/regulations; bargaining unit contract provisions, and all departmental policies to ensure compliance.
  • Act as the technical expert to all levels of Department employees on personnel and payroll related issues; provide consultation and training to Department management and staff regarding personnel objectives, achievements, policies, systems, and procedures.
  • Identify and resolve the most complex personnel and payroll, benefits, and leave problems; serve as the liaison with control agencies to resolve complex issues; and research requests for information and provide responses.
  • Serve as project leader over large complex projects and direct staff to ensure timely and accurate completion, including, but not limited to, internal HR timekeeping systems, SCO system, CSPS, etc.
  • Serve as the Health Benefit Officer for CalPERS, Security Officer for SCO, and serve on personnel related work groups within the Department or with other Departments/Control Agencies.
  • Research and prepare statistical reports and special projects for the Secretary, Director of Administrative Services, Personnel Officer, and/or Labor Relations Officer on personnel related issues such as the Fair Labor Standards Act, seniority reports, and position management data.

Working Conditions
The duties of this position are primarily conducted indoors. The HRB has cubicle type setting with modular equipment. Each cubicle includes a computer with various software programs, including email, a telephone with voicemail, overhead storage, and portable and stationary file drawers and bins.
Travel by State vehicle or other public transportation systems to various locations throughout the State may be required on occasion. Telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy, however, not for the first six months while training and learning the new role. AWWS schedules are not authorized for supervisors/managers.
This position is located in the HRB and is privileged to confidential information. The employee acknowledges that sensitive and/or confidential information is not to be discussed, copied, or shared with unauthorized personnel outside of HRB.
