Description

The CalSTRS Employer Services Division is seeking a motivated individual to work as a Staff Services Manager II as the Quality, Training, and Innovation Programs Manager.
The Employer Services (ES) Division is the primary communication interface with the plan’s participating employers. It is also the custodian of the members’ accounts from election to benefit/termination status. Over a million contribution lines are submitted monthly from participating employers and ES staff ensures the timeliness and accuracy of the contribution data.
Quality, Training, & Innovation Programs (QTIP) includes the teams responsible for the Employer Services Division’s quality and risk management programs, internal and external training programs, and innovation and efficiency programs. QTIP works collaboratively within Employer Services to support the Division’s overall focus on service, accuracy, and education.
Under the general direction of the Pension Program Manager III, the Staff Services Manager II is responsible for supervising the Training and Development Staff Services Manager I, the Quality and Risk Management Staff Services Manager I, and the Innovation and Efficiency Staff Services Manager I (Specialist); and overseeing the operations and activities of the Division’s internal and external training programs, quality and risk management programs, and innovation and efficiency programs.

The ideal candidate will possess the following skills:

  • Strong leadership skills with an understanding of and demonstrated experience in personnel management issues
  • Experience overseeing and evaluating the effectiveness of training and/or quality management programs
  • Knowledge of CalSTRS business processes, technical environment and Pension Solution or other similarly scoped projects
  • Ability to create clear vision, set goals and expectations and motivate at all levels
  • Experience with and/or the ability to interpret and apply laws, rules, and policies
  • Ability to monitor performance against expectations and hold management and staff accountable for accurate and timely work products
  • Exhibits professional demeanor, and the ability to establish and maintain cooperative relations
  • Ability to anticipate and adapt to change and ensure staff are trained to meet changing business needs

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Working Conditions
CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.
This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.
