Our Corporate Services Department is seeking a talented, detail-oriented individual to join our team.
Reporting to the Assistant City Solicitor and City Solicitor, the Staff Solicitor is responsible for providing legal advice and opinions on municipal (regulatory), land use and other legal issues, with a particular focus on housing matters and bylaw drafting. An incumbent will provide legal advice and prepare bylaws related to the Official Community Plan, Zoning Bylaw, development permits, development cost charges, amenity cost charges, and housing agreements, and assist with compliance with Local Government Act and Community Charter requirements. The Staff Solicitor is also responsible for preparing, negotiating and reviewing property and land development documents and agreements, including licences, leases, purchase and sale agreements, and housing agreements, as well as other commercial contracts including operating agreements, funding agreements, and other related documents and agreements. In addition, the Staff Solicitor also provides guidance to administrative personnel engaged in legal and clerical functions, and performs related work as required.
Qualifications include a Bachelor of Law (i.e. LL.B ) or Juris Doctor (i.e. JD) from a recognized law school along with current membership, in good standing, with the Law Society of British Columbia. A minimum of 3 years of current experience in the practice of law is required, together with solid experience in municipal law, land development, leases and commercial contracts, and legal drafting. Thorough knowledge of the policies, rules, regulations and legal requirements governing the work and of the City as it relates to the work, alongside knowledge of Land Title Act, Local Government Act, Community Charter, and related legislation and knowledge of client management techniques. This position requires an incumbent to have the ability to provide sound legal advice in a logical and concise manner; to provide guidance and lead the work of staff; to communicate effectively orally and in writing; and to establish and maintain effective working relationships with a variety of internal and external stakeholders. Experience with myLTSA, BCOnline and legal research resources. Driver’s License for the Province of British Columbia is required.
This is a temporary full time position until December 31, 2026.
