Job Description: Parsons is looking for an amazingly talented Stakeholder Manager to join our team and play a critical role in the successful execution of a high-profile railway/metro project in the UAE. This transformative infrastructure initiative will enhance urban connectivity and improve public transportation efficiency, requiring seamless collaboration among various stakeholders. As the Stakeholder Manager, you will lead the development and execution of stakeholder engagement strategies, ensuring project objectives align with the interests of government agencies, regulatory bodies, clients, local communities, and other key partners. Your expertise in navigating complex stakeholder landscapes, mitigating risks, and building strong relationships will be critical to the timely and successful delivery of the project. What You'll Be Doing: Develop and implement a comprehensive stakeholder management strategy, ensuring effective communication and coordination across all project phases. Establish and maintain strong relationships with government authorities, municipalities, transport agencies, regulatory bodies, clients, and local communities to facilitate project approvals and compliance. Act as the primary liaison between the project team and external stakeholders, addressing concerns, feedback, and requirements. Organize and lead regular stakeholder meetings, workshops, and consultations to provide updates, gather input, and ensure alignment with project goals. Manage public relations efforts related to the project, developing communication plans to engage the community and address any concerns. Ensure compliance with all regulatory requirements, including environmental, safety, planning, and transportation regulations. Work closely with local and national government entities to obtain necessary approvals, permits, and licenses. Monitor policy changes, urban planning guidelines, and railway regulations that may impact the project, developing strategies to mitigate risks. Address and resolve permitting issues, land acquisition challenges, and right-of-way approvals in collaboration with legal and technical teams. Identify potential stakeholder conflicts and project risks, developing proactive mitigation strategies What Required Skills You'll Bring: Bachelor’s or Master’s degree in Engineering, Urban Planning, Business Administration, Public Relations, or a related field. Master’s degree is preferred. 15+ years of experience in stakeholder management, public affairs, or government relations, preferably within the rail, metro, or large-scale infrastructure sectors. Strong knowledge of UAE regulatory frameworks, transportation policies, and urban planning guidelines. Proven ability to engage with high-level government officials, municipalities, and transport authorities. Excellent communication, negotiation, and conflict resolution skills, with the ability to navigate complex stakeholder landscapes. Strong leadership, communication, and stakeholder management skills. Experience collaborating with contractors, consultants, and government entities on transport infrastructure projects. Effective oral and written skills for client presentations, technical reporting, and internal + external correspondence; Ability to effectively present information to key stakeholders as required by the client. Understanding of the delivery process and the functions inherent to construction management of large-scale projects. Understanding of budget development and cost accounting. Ability to interface with all levels with project team, client, and others. Ability to read, analyze and interpret complex documents. Ability to respond effectively to the most sensitive inquiries or complaints.
