An exciting opportunity exists for a talented and passionate individual to join the First Peoples-State Relations Group in the Community Relations & Heritage branch, Registry, Information, Enforcement & Compliance Unit as State Enforcement and Compliance Manager at the Department of Premier and Cabinet.
The First Peoples - State Relations (FPSR) Group is responsible for nation leading work in the areas of cultural rights, self-determination, treaty, and truth - an extensive program of priority work with First Peoples. We recognise Victoria’s First Peoples as the self-determining drivers of Aboriginal affairs in Victoria. We are committed to building ongoing, just and respectful relationships between self-determining First Peoples and the State as a priority focus.
The Heritage Services Branch provides business and operational support underpinning the work of FPSR. Key responsibilities include administering the Aboriginal Heritage Act 2006, which includes protecting and managing Aboriginal cultural heritage, maintaining a register of Aboriginal places and objects, working collaboratively with Registered Aboriginal Parties, and fulfilling the Secretary’s role in administering Cultural Heritage Permits and Cultural Heritage Management Plans.
As the State Enforcement and Compliance Manager, you will provide strong leadership, advice and coordination in all areas relating to compliance and enforcement of the Aboriginal Heritage Act 2006. You will manage the work of a team of Authorised Officers as well as Aboriginal Heritage Officers who are employees of Registered Aboriginal Parties. You will be responsible for the management of complex enforcement and compliance investigations and the coordination of training to Authorised Officer and Aboriginal Heritage Officer candidates. You will be responsible for development and implementation of related policies and procedures as well as building partnerships with Registered Aboriginal Parties and other key stakeholders.

Responsibilities
  • Highly-developed people management skills and ability to align teams with the organisational values and goals through effective people management, coaching and modelling.
  • Highly-developed interpersonal and negotiation skills, with an ability to establish and maintain effective working relationships, provide advice on processes and policies, and work effectively with a diverse range of stakeholders.
  • Well-developed interpersonal skills, including the ability to express opinions, information and key points clearly and concisely via effective verbal and written communication.
  • Sound conceptual and analytical skills, strong initiative and a `can do’ approach to identify issues and develop appropriate solutions to solve business problems and improve efficiency and effectiveness.
  • Strong analytical, conceptual and problem-solving skills with sound judgment and capacity to make decisions and recommendations where diverse interests need to be considered
