Arlington County’s Department of Environmental Services (DES) is seeking a Stormwater Management Inspector to perform construction management work that includes inspecting construction projects for compliance with Virginia’s Municipal Separate Storm Sewer System (MS4) permit and mandated requirements to achieve water quality standards, prevent pollution, and detect/eliminate illicit discharge.

Specific duties include:

  • Investigating and inspecting land disturbing activities and construction projects for compliance with the following State and County ordinances: Erosion and Stormwater Management Ordinance and the Chesapeake Bay Preservation Ordinance;
  • Inspecting permits and projects for compliance with County approved plans, standards, and specifications;
  • Issuing notices of violation or stop-work orders to builders or property owners performing illicit land disturbing activities or generating illicit water discharges;
  • Meeting with citizens, builders, and property owners to mitigate illicit water discharges and recommend resolutions to reported issues;Maintaining logs and reports;
  • Assisting other inspectors with inspections, regulation, and enforcement of all developer construction activities in the public right-of-way;
  • Interacting and communicating with citizens, business owners, contractors, developers, utility companies, and State and County staff;
  • Responding orally and in writing to inquiries related to projects assigned or any stormwater runoff and drainage issues reported;
  • Serving as the lead worker and/or project manager on large projects, coordinating activities of the project team members to include the possibilities of providing technical guidance and assistance to new employees or other construction management staff on the project team or within the unit; and
  • Carrying out additional responsibilities and tasks as needed to support evolving program needs and County priorities.

The successful candidate will have excellent multitasking skills in order to handle and manage multiple projects of varying complexity simultaneously, be able to communicate and work with developers, contractors, utility companies and other team members effectively, as well as be organized in order to keep records and files of all investigations and assigned projects. They will also be adept at problem solving while adhering to compliance regulations.

SPECIAL REQUIREMENTS

Trainee Level: If an employee is hired at the trainee level, a training period will be established to last no longer than the equivalent of 12 months. At or before the end of the training period, the employee must meet experience, training, and proficiency requirements for the full performance. Once the candidate qualifies for full-performance, they will be appointed to the position.
Certification: Must obtain Commonwealth of Virginia Erosion and Sediment Control Inspector Certification and Stormwater Management Inspector Certification within one (1) year of hire date.
Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Driver’s License: The applicant must possess, or obtain by time of appointment, a valid driver’s license or commit to the use of alternative methods of transportation to perform duties at other locations. If the applicant possesses or acquires a driver’s license, the applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant’s driving record.
