JOB SUMMARY

Minnesota Management and Budget (MMB) is seeking a Strategic Excellence Manager in the Office of Inclusion (OOI) to lead and manage high-impact projects and initiatives that advance enterprise equity and inclusion.
This position will lead complex, mission-critical engagement projects that identify, facilitate, and implement data-driven improvements to the Office of Inclusion’s strategies and operations. The Strategic Excellence Manager works closely with the Office of Inclusion team and key enterprise employees to identify, prioritize, and manage projects that will increase the efficiency and effectiveness of the office’s services, both partnering agencies and the employee experience.

Job duties for this position include:

  • Develop and manage a system (people, process, tools, and information) for coordinated, consistent, and useful documentation of processes conducted within the office and enterprise to support the advancement of the strategic priorities and enterprise goals.
  • Lead, champion, drive, and execute enterprise initiatives that enhance and improve operations and align equity and inclusion work at the agency level with enterprise long-range plan goals.
  • Leverage and manage progress updates across the enterprise to align equity and inclusion work at the agency level with enterprise goals.
  • Consult and advise staff across the enterprise on equity and inclusion goals and priorities
  • Provide administrative leadership and support to a council of enterprise executives
  • Track progress toward goals and draft employee-facing reports.

This position is currently eligible for up to 50% hybrid telework for applicants who either reside in Minnesota or a bordering state and are within fifty (50) miles of the work location.

MINIMUM QUALIFICATIONS

Four (4) years of experience* in a position with responsibility for leading strategic planning or change processes with a successful track record of building and maintaining effective and efficient partnerships while directing the work of cross-functional teams.

  • A bachelor’s degree in sociology, business management, project management, public administration, communications, or planning may substitute for one (1) year of experience; a master’s degree in a similar field may substitute for eighteen (18) months of experience.

Applicants who meet the above minimum qualifications will be further evaluated on the following:

  • Strong knowledge and understanding of, or experience with, problem-solving methodologies (continuous improvement, Human-centered Design, etc.) principles, tools, and strategies.
  • Leadership skills sufficient to build and manage organizational projects and stakeholder relationships, and influence decision makers
  • Knowledge of or experience with program planning and administration principles sufficient to develop and recommend planning strategies regarding the office’s programs and provide managerial leadership to the development and implementation of the office/enterprise strategic planning process.
  • Organizational skills to manage several concurrent projects with multiple state agencies and multitask in a fast-paced environment
  • Experience developing and maintaining relationships with stakeholders with significant adaptability to prevailing dynamics while leading and facilitating project teams, making presentations to leaders, and leading project results implementations.
  • Ability to communicate and collaborate effectively across diverse stakeholders, including clear, effective writing as well as strong presentation skills.
  • Advanced skills in the use of Microsoft Office tools (e.g., Word, Excel, PowerPoint, Visio, SharePoint, Microsoft Teams, and OneNote).

PREFERRED QUALIFICATIONS

  • Experience with problem-solving methodologies, principles, tools, and strategies.
  • Knowledge and/or experience of key agency priorities, issues, and programs.
  • Experience building and demonstrating a shared vision to foster systematic and strategic thinking.
  • Proficiency in advanced adult teaching methods and ability to maximize staff productivity through new and revised training classes.
  • Formal project management training or certificate
  • Demonstrated cultural competency and experience advancing employee culture within an organization.
  • Experience with project management software, such as Microsoft Planner or Asana
  • Experience planning and facilitating senior leadership meetings
  • Experience drafting executive-level reports
  • Experience collaborating with diverse teams.
