Job Description We are seeking a Strategic Highway Operations Manager to lead and oversee all operations and maintenance (O&M) activities for our highway network in Doha, Qatar. This is a pivotal leadership role responsible for ensuring the safe, efficient, and sustainable operation of our road infrastructure while maintaining the highest standards of service delivery. The ideal candidate will combine strategic vision with operational excellence, driving continuous improvement across all highway operations and maintenance programs. Develop and implement comprehensive strategic plans for highway operations and maintenance, ensuring alignment with organizational objectives and regulatory requirements Oversee daily operations of the highway network, including traffic management, incident response, and emergency protocols Manage and supervise operations and maintenance teams, providing leadership, training, and performance management to ensure optimal team productivity Analyze operational data and performance metrics to identify inefficiencies and implement data-driven solutions for continuous improvement Coordinate with contractors and service providers to ensure timely completion of maintenance activities and capital projects Develop and manage operations and maintenance budgets, controlling costs while maintaining service quality standards Ensure compliance with all safety regulations, environmental standards, and local Qatar regulations Conduct regular inspections and audits of highway infrastructure to assess condition and prioritize maintenance needs Prepare detailed reports and presentations on operational performance, challenges, and recommendations for senior management Establish and maintain strong relationships with government agencies, stakeholders, and external partners Implement and monitor key performance indicators (KPIs) to measure operational efficiency and service delivery Lead incident management and emergency response protocols to minimize disruptions and ensure public safety Qualifications **Required Skills:** Strategic planning and execution Operations and maintenance management Budget management and cost control Team leadership and staff supervision Project management and coordination Performance metrics analysis and reporting Safety and compliance management Stakeholder communication and relationship management Problem-solving and analytical thinking Time management and organizational skills **Required Experience:** Minimum 8 years of professional experience in highway operations or road maintenance management Minimum 5 years in a strategic management or senior operations role Proven experience managing large-scale infrastructure projects and operations Experience with contractor management and vendor coordination Preferred: Experience with highway operations and maintenance in the Middle East region **Required Education:** Bachelor's degree in Civil Engineering, Infrastructure Management, Transportation Engineering, or a related field **Domain Expertise:** Highway operations and maintenance systems Infrastructure asset management Traffic management and control systems Road safety standards and best practices Maintenance scheduling and resource allocation Regulatory compliance in infrastructure management Additional Information Business Line: Consulting and Operations Type of contract: Permanent contract Service Line: OnM Operations Region: Middle East and South Asia Job Family: Operations and Maintenance - Management Profession: Services and Operations Manager I
