The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

  • A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment.
  • Protections for new home buyers and required licensing for home builders.
  • Province-wide support for access to public library services for Albertans.
  • Management of about 2.6 million acres of public land in the province’s three Special Areas.
  • Independent review and decisions on local matters by the Land and Property Rights Tribunal.

QUALIFICATIONS

Required: University degree in a related field of Public Administration or Economics supplemented by 2 years progressively responsible experience. Related experience or education may be considered as an equivalency on a one for one basis.

Responsibilities

ROLE RESPONSIBILITIES

Reporting to the Director, Strategic Initiatives, Evaluation, and Agency Governance, the Strategic Initiatives Analyst is responsible for providing comprehensive research, analysis, and recommendations on ministry-wide and cross-ministry strategic initiatives. This involves sound issues monitoring and reporting, researching and writing comprehensive papers, concise briefings, and conducting effective written and verbal communication when engaging with internal and external stakeholders, peers, work teams, the position supervisor, and other organizational leaders. There is also a need to focus on the GOA strategic and policy direction and priorities relating to the ministry’s mandate and initiatives.
The Strategic Initiatives Analyst needs to have a broad understanding of Municipal Affairs’ role and accountabilities within the GoA. The position is responsible for reviewing and analyzing strategic initiatives including those relating to red tape reduction, trade and labour issues impacting the ministry, agency governance, program evaluation, indigenous consultation, legislation and regulation, municipal government, grants to municipalities, public safety, and other topics that may arise. The issues involved are often unique in nature with limited precedence to be found within the ministry or other jurisdictions. The Strategic Initiatives Analyst is also responsible for overall tracking of the unit and ministry’s involvement in cross-ministry work.
This position functions within the parameters of applicable government and ministry legislation, regulations, policies, directives, and procedures. It operates in an environment that can be both highly political and broadly complex in providing analysis and influencing decisions on strategic and program issues and associated risk across the ministry. The completion of high-quality work is required, often under tight timelines. An awareness of trends, issues and best practices is required in order to effectively analyze diverse viewpoints and develop valid recommendations.
The Strategic Initiatives Analyst will be able to speak to and influence others on behalf of the Director when required, on matters related to strategic issues affecting the ministry, as authorized by the Director. This requires developing and maintaining collaborative working relationships with co-workers and staff in other program areas and ministries. Responsibilities also include conducting tasks in support of major projects, representing Municipal Affairs and working collaboratively with diverse groups while participating on ministry and cross-ministry committees and working groups, preparing recommendations, briefing materials, and other documentation for consideration by the Director and/or Executive Director, and responding to action requests and preparing correspondence for signature by the Assistant Deputy Minister, Deputy Minister and/or Minister.
