Lands Branch, Ministry of Agriculture, is seeking a confident, motivated individual to provide policy and project management expertise in the Consultation and Engagement Unit. The successful candidate will provide research, analysis, and policy and program recommendations to government and stakeholder groups on:

  • How to address challenges and capitalize on opportunities to ensure sustainable and integrated land use by leveraging collaborative partnerships to support ecological preservation and economic growth; and
  • Land tenure matters such as multiple uses of Crown lands; land planning and development; and diversification of use for Crown lands that supports the Saskatchewan Plan for Growth.

This position works closely with provincial, municipal and aboriginal governments; stakeholders; other resource users like forestry, wildlife and land including Crown land users, other residents, business developers, lawyers, co-operatives and other organizations to address issues and concerns as well as capture new opportunities.
The Consultation and Engagement Unit is responsible for Treaty Land Entitlement, Specific Land Claims and the Duty to Consult on agricultural Crown land, knowledge in these areas would be an asset.

The knowledge required for this position would typically be obtained through the completion of a Master’s Degree in Agriculture or Public Administration or an equivalent combination of education and experience in policy development, land management, environmental sciences or geography.

You will have knowledge of:

  • Program/policy/project evaluation techniques;
  • Government structures, processes, responsibilities, and operations; and
  • Qualitative and Quantitative research methodologies.

You will have the ability to:

  • articulate strategic directions to link current operation to the future directions of the ministry;
  • verbally and in writing, explain financial/statistical/administrative matters/programs/policies/procedures/regulatory matters to a variety of audiences;
  • constructively encourage, share information and provide feedback to help others meet common goals and objectives to ensure compliance;
  • accurately reference and interpret acts, regulations, policies and guidelines;
  • anticipate, identify and evaluate the potential impact/implications of changes in the external/internal environment on government activities;
  • consult/work with other organizations, colleagues, individuals and communities to develop positive working relationships, policies and protocols, address complaints and establish partnerships;
  • work independently or collaborate as a team member with co-workers, agencies and others to consistently meet program and client needs;
  • plan and organize multiple, complex tasks and projects taking into consideration conflicting and changing priorities to meet strict and/or changing deadlines;
  • search for and assess data/information to develop materials, reports and/or make decisions/recommendations/conclusions about the application of programs, policies, procedures, acts, regulations, guidelines and contracts; and
  • create and generate queries reports and documents using internet, word processing databases, spreadsheets, and other software packages.
