JOB SUMMARY

The Pubs Code Adjudicator (PCA) was established by the Small Business, Enterprise and Employment Act 2015. Fiona Dickie was reappointed to the role of the Pubs Code Adjudicator in May 2024 for a further three-year term of office.
The role of the PCA is to enforce the statutory Pubs Code (the Code) which came into force in July 2016. The Code regulates the relationship between large pub-owning businesses and their tied tenants (a tied tenant is someone who is obliged to buy at least some of their alcohol from their landlord, sometimes with other products or services, usually in return for a reduced rent). The PCA is independent, with powers to arbitrate individual Code disputes and investigate suspected breaches of the Code. You can find out more about the PCA’s first investigation here. SKILLS, EXPERIENCE AND QUALIFICATIONS (ESSENTIAL)

  • experience identifying, analysing and articulating complex policy, regulatory or legal problems, working with other professionals to develop solutions and options,
  • experience developing and drafting policy and/or regulation
  • experience presenting recommendations to senior leaders that consider trade-offs, risks and dependencies to aid effective decision making
  • experience reviewing compliance generating ideas as to next steps and leading on workstreams
  • ability to apply judgement and flexibility to generate ideas and solve problems to achieve strategic objectives.
  • ability to understand and apply complex legislation in a practical context, knowing when to seek advice.
  • ability to influence others by communicating complicated matters in plain English.

SKILLS, EXPERIENCE AND QUALIFICATIONS (DESIRABLE)

Experience of any of the following:

  • working in a regulator or a regulated environment and having a clear understanding of approaches to regulation,
  • developing policy or regulatory regimes,
  • working with Ministers and Parliament,
  • intelligence-gathering and/or enforcement activity.

You will be leading on intelligence, monitoring compliance and identifying areas requiring further action. You will be making regulatory recommendations to the PCA and senior managers, presenting your conclusions and identifying options for regulatory action.
The PCA is a small agile regulator that requires a flexible approach to delivery and is a real opportunity to influence and shape policy. There are great opportunities to work collaboratively with senior team members and engage with a diverse range of stakeholders both across government and externally. We come together regularly in the office for team meetings and training related to the Pubs Code and the pub trade. The PCA offers the opportunity to develop new skills and experience by working flexibly across different areas of the business. There are also opportunities to represent the PCA at trade events, undertake pub visits, engage with pub company representatives and develop broader skills and secure qualifications.

Responsibilities

The G7 role main areas of responsibility are:

  • developing, delivering and reviewing your team’s work programme that supports strategic objectives and priorities, working with and across the organisation to identify regulatory and compliance concerns and develop ways to address them
  • leading your team’s compliance and policy casework and resources alongside your own, ensuring regulatory activities (including any investigation), are progressed appropriately to deliver a broad range of proactive and reactive work
  • developing and implementing our regulatory approaches and processes
  • managing delivery and meeting of the PCA’s internal and external KPIs; setting clear goals and priorities and supporting others to solve problems, overcome challenges, seek feedback etc
  • leading on the delivery of high quality, timely, and robust analysis of core issues and regulatory policy options, resulting in evidence based and deliverable recommendations
  • leading key projects, including responsibility for regulatory stakeholder engagement, prioritising, planning and delivering work
  • ensuring decision makers consider relevant legislation and regulation and specific case issues, and escalates critical issues as needed
