Location: Naval Support Facility, Arlington, VA
Minimum Education: Bachelor’s Degree
Preferred (especially for Strategy Lead role): Master’s Degree in Human Resources, Public Administration, Organizational Leadership, or an MBA
HR certifications such as: SHRM-CP / SHRM-SCP, PHR / SPHR, IPMA-HR, DoD-specific HR or talent management certifications (e.g., through DAU or CHRM)
Minimum Experience:
- 8–10 years of HR/recruitment experience with at least 3 years in a federal/DOD leadership or strategic advisory role
- Proven success in: digital outreach and recruitment programs, Designing workforce strategies and recruitment campaigns, Analyzing compensation trends and talent pipelines, Briefing senior stakeholders and developing strategic workforce reports
Preferred Experience:
- Leading recruitment or HR strategy for a major DoD initiative or contract
- Budget oversight or fund tracking related to recruitment or advertising
- Management of high-visibility or large-scale HR programs with cross-agency coordination
Key Competencies:
- Strong knowledge of federal, DOD, and USMC recruitment and hiring processes.
- Ability to analyze compensation trends and develop competitive advertising strategies.
- Proficiency in managing recruitment materials, tracking program funds, and providing clear reports.
- Experience working with diverse stakeholders, including HR offices, manpower departments, and law enforcement personnel.
- Attention to detail and ability to manage multiple tasks and deadlines in a fast-paced environment.
Tasks:
- Oversee digital outreach and recruitment programs.
- Review and Installations Requests for Personnel Action (RPAs) and Job Announcements on USAJobs.
- Track MCLEP Civilian Personnel Hiring Actions and vacancies at the Region and Installation level.
- Provide a monthly report on hiring, retention numbers.
