GENERAL DESCRIPTION: The Street Foreman is responsible for providing supervisory and operational oversight of the Street Department’s infrastructure maintenance activities. This includes planning, coordinating, and directing construction, maintenance, and repair projects involving streets, snow and ice control, curbs and gutters, storm drainage systems, sidewalks, and other related public facilities. The position also oversees street closures and traffic safety preparations associated with special events. To perform this position successfully, the individual must be able to perform each essential duty satisfactorily. ESSENTIAL DUTIES AND RESPONSIBILITIES: Provides managerial oversight, project management, and inspects work of crews. Provides sidewalk infrastructure maintenance including concrete, drainage, asphalt, signs, traffic control, and sweeping operations. Determines needs, establishes priorities, and coordinates and schedules street related maintenance activities and construction projects. Coordinates with the NC Department of Transportation for various projects. Leads and coordinates bid process and field work for resurfacing contracts. Reviews work orders, plan drawings, and related data and evaluates requirements of projects. Prepares reports on department activities and projects. Reviews construction plans to ensure compliance with ordinances and industry standards, specifications, and requirements. Plans and organizes street closings and safety activities in preparation for special events. Manages and oversees annual budget for the Street Department. Develops and implements inclement weather plans. Prepares and maintains reports, records, and files. Supervises and coordinates work of contractors. Supervises, trains, and evaluates staff. Interviews and assists in hiring. Coaches, counsels, promotes, and disciplines departmental staff. Attends meetings as required or assigned. Assist all departments of Public Works as determined by the Public Works Director. Other duties as assigned. Requirements QUALIFICATIONS, EDUCATION, AND EXPERIENCE: Minimum of High School Diploma or Equivalent. Bachelor’s degree in engineering, construction, public works, or a related field preferred. Six years’ experience in street maintenance and construction. Three years’ supervisory experience. Ability to add, subtract, multiply, divide, calculate percentages, fractions and decimals. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the occupational hazards and safety precautions associated with the work. General knowledge of word processing, use of data bases, spreadsheets, internet, and email. Knowledge of common and unusual work situations and problems of the occupational field sufficient to enable the employee to plan and administer major work programs and flexibility to adapt to changing situations. General knowledge of architectural drawings, maps, and construction plans. Working knowledge of standard office equipment, computers, applicable software, and GIS. Knowledge of effective supervisory practices. Ability to organize workflow and coordinate activities. Ability to exercise initiative and independent judgment. Ability to make arithmetic computations using whole numbers, fractions, and decimals, compute ratios, rates, and percentages. Analytical ability and inductive thinking to adapt policies, procedures, and methods to fit unusual and complex situations. Ability to solve problems and make decisions within scope of responsibility. Ability to create and maintain accurate records and reports. Ability to establish and maintain effective working relationships with associates, subordinates, and the public. Ability to create and maintain a welcoming and inclusive workplace through positive modeling, mentoring, fostering a culture of respect for all, and valuing the differences and contributions of all team members. SPECIAL REQUIREMENTS: Possession of a valid North Carolina Class B or higher CDL. May require mandatory callbacks during inclement weather. May include nights, weekends, and holidays. DRUG TESTING: This position requires the employee to be subject to random drug testing as per the Town of Landis Policy.
