The Rehancement Group, Inc. (TRG) is seeking a a senior Subject Matter Expert (SME) – Civil Engineering / Shore Infrastructure to support the U.S. Coast Guard, Office of Acquisition Support and Systems Engineering Policy (CG-SID-9). This role provides expert advisory, policy development, and process improvement support for major and non-major acquisition programs within the Civil Engineering and Shore Infrastructure domain. The SME will advise CG-SID-9 leadership on acquisition policy impacts, develop recommendations to improve governance, and support documentation, briefings, and stakeholder engagement related to shore infrastructure programs. Location: Onsite at U.S. Coast Guard Headquarters (USCG HQ) Address: 2703 Martin Luther King Jr. Avenue, SE, Washington, DC 20593 Hours: 08:00 – 16:00 Monday through Friday Clearance: Ability to obtain and maintain a DHS/USCG Public Trust/Suitability Citizenship Requirement: Must be a U.S. Citizen Employment Type: Full-Time Client: U.S. Coast Guard, Office of Acquisition Support and Systems Engineering Policy (CG-SID-9) Key Responsibilities Civil Engineering / Shore Infrastructure Advisory Support Provide expert consultation and advisory support-both written and verbal-on Civil Engineering and Shore Infrastructure acquisition policies and processes. Serve as a trusted technical advisor to CG-SID-9 leadership on shore infrastructure acquisition issues, risks, and policy implications. Maintain awareness of relevant USCG and DoD Civil Engineering and Shore Infrastructure acquisition policies, instructions, and guidance and advise on impacts to USCG acquisition governance. Policy Development & Process Improvement Assist in the development, refinement, and improvement of acquisition policies and guidelines for major and non-major Civil Engineering / Shore Infrastructure acquisition programs. Identify gaps, inefficiencies, and risks in current policies and processes and propose actionable improvements. Develop written policy recommendations, white papers, and analytical products to support decision-making. Documentation, Templates & Briefings Support development and maintenance of documentation templates and briefing materials for Civil Engineering / Shore Infrastructure acquisition programs. Prepare high-quality reports, presentations, and briefing materials for senior USCG leadership. Ensure all written products are accurate, technically sound, and aligned with DHS and USCG acquisition policy. Stakeholder Engagement & Coordination Participate in meetings, working groups, and governance forums to provide subject matter expertise. Engage with acquisition stakeholders to gather information, assess challenges, and propose solutions. Present findings and recommendations to CG-SID-9 leadership and other senior officials as required. Performance Expectations Prioritize work based on guidance from the COR or designated officials. Deliver high-quality advisory products on time and in alignment with CG-SID-9 objectives. Performance will be evaluated based on timeliness, technical accuracy, depth of analysis, and stakeholder satisfaction. Required Qualifications: U.S. Citizenship is required. Bachelor's Degree and 11 years of relevant experience is required. Extensive experience supporting Civil Engineering and/or Shore Infrastructure acquisition programs in a federal environment is required. Strong knowledge of USCG and/or DoD shore infrastructure acquisition policies and processes is required. Demonstrated experience providing senior-level advisory support and policy recommendations is required. Exceptional analytical, writing, and briefing skills is required. Proficiency with Microsoft Office Suite and USCG-compatible tools is required. Ability to obtain and maintain a DHS/USCG Public Trust/Suitability is required. Ability to work full-time onsite at USCG Headquarters is required. Preferred Qualifications Experience supporting USCG CG-9, CG-SID-9, DHS, DOD, or USCG headquarters components. Experience supporting major and non-major acquisition programs within the Civil Engineering or Shore Infrastructure domain. Experience developing policy documents, guidance, or governance frameworks. Professional certifications such as PE (Professional Engineer) or equivalent.
