Description Summary DCCM is seeking an experienced Supervising Civil Engineer to support municipal infrastructure planning and design projects for public agency clients throughout Northern California. This leadership role will oversee engineering staff and provide technical direction on a wide range of civil infrastructure projects, including roadway improvements, traffic systems, potable and recycled water systems, storm drainage, and sewer infrastructure. The Supervising Civil Engineer will manage project teams, oversee design and quality control, support proposal development, and maintain strong relationships with municipal clients. This position may also support contract City Engineer services and provide guidance on complex engineering studies and public works projects. This is an excellent opportunity for a senior engineer looking to take on a leadership role within a collaborative consulting environment serving cities and public agencies. Essential Functions - Conduct technical research on engineering problems. - Establish and maintain effective working relationships with employees and clients. - Supervise and train professional and technical staff. - Assist in the development and implementation of goals, objectives, and priorities for the engineering division; assist in the preparation and administration of the division budget. - Prepare and administer performance evaluations, recommend promotions, and discipline, and implement discipline procedures as instructed. - Project management oversight of all projects managed by staff, including quality control, and verifying budgets are managed appropriately. - Supervise the development of plans and estimates for construction and major repair of public works systems. - Supervise and participate in the preparation of special engineering studies and reports. - Confer with others on project priorities and progress; participate in planning, progress, and design review meetings. - Provide technical design assistance to project team members. - Review and approve engineering drawings, sub-consultant, and related bills; prepare and monitor sub-consultant agreements; review new and proposed laws, regulations, codes, methods, materials, and technique for application to projects; develop and implement procedures, standards, and systems. - Serve as staff to a variety of public agency clients and address/advise commissions, boards, and committees on public works systems matters; coordinate engineering activities with clients and other departments, divisions, and sections, and with outside agencies; make presentations to clients and respond to questions and concerns; meet with community groups, business leaders, and other interested parties regarding projects and concerns. - Supervise and participate in the preparation of proposals (including preparation of project scopes and fees) and budgets. - Participate in client management, maintaining positive professional relationships, and development efforts. - Coordination with company principals and other department heads. - Performs all the essential functions of the Senior Engineer. Supervision Exercised and Received Receives direct supervision from Managing or Principal Engineer. The Supervising Engineer has direct and indirect supervision of professional, technical, and clerical staff. Requirements Education and Experience: Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be: Education: A Bachelor’s degree from an accredited college or university in an engineering discipline related to the area of assignment. Experience: Ten years of increasingly responsible experience in professional engineering work in the area(s) of assignment, including three years supervisory experience. Certifications/Licenses: - Possession of a Certificate of Registration as a Professional Engineer issued in the State of California, and in good standing with the State Board of Professional Engineers and Land Surveyors. - Possession of a valid California Class C driver’s license.
