SUMMARY
Directs complex activities and processes associated with developing, implementing and supporting cost control.
Provides cost management expertise to management by providing recommendations and guidance to achieve optimum levels of operating efficiency and cost effectiveness.
Supervises the analysis and resolution of cost issues based on current industry standards.
MINIMUM REQUIREMENTS
A four-year bachelor of science degree in Accounting, Engineering, Finance or Business Administration from an accredited college or university and four (4) years of cost control experience in progressively responsible positions with at least (3) years in the utility industry OR an equivalent combination of education and experience.
Nuclear requirement:
Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.
This is a condition of employment at PVNGS.
Roles and Responsibilities defined in Policy 1503 and implementing policy guide are applicable to all PVNGS employees.
Any PVNGS employee may be called upon to support a refueling or short-notice outage.
This includes line roles and responsibilities as necessary to execute outage activities.
This position may require access to and/or use of information subject to control under the Department of Energys Part 810 Regulations (10 CFR Part 810), the Export Administration Regulations (EAR) (15 CFR Parts 730 through 774), or the International Traffic in Arms Regulations (ITAR) (22 CFR Chapter I, Subchapter M Part 120 ) (collectively, U.S. Export Control Laws).
Therefore, this position requires applicants to be a U.S. person, which is defined as a U.S. Citizen, a U.S. Lawful Permanent Resident (i.e. ‘Green Card Holder’), a Political Asylee, or a Refugee under the U.S. Export Control Laws. All applicants for this position will be required to confirm their U.S. person status.

MAJOR ACCOUNTABILITIES
1) Takes the responsive role in resolution of technical cost issues that are complex or of major impact on budget, schedule or regulatory compliance.
2) Supervises the development, implementation and maintenance of all cost control processes and reporting tools. Reviews all cost related documents to ensure compliance with the approved budget and make cost benefit recommendations.
3) Supports executive management’s efforts related to budgeting, cost control, estimating and forecasting.
4) Maximizes the usefulness of cost information from a management perspective by compiling, analyzing and formatting cost data. Reports actual vs. budget performance to management as well as developing corrective action plans.
5) Supervises the development and establishment of management systems (computerized or otherwise) that effectively resolve problematic areas and/or enhance productivity.
6) Takes a proactive stance on fiscal, operations and organizational issues based on technical, management and systems expertise. Assesses the impact from NRC, INPO, EPRI and other oversight agencies on PVNGS fiscal targets.

This position will require you to be on site up to 50% of the time. This position combines working in the office and at home, based on the needs of the business. The schedule will be determined with the hired employee and leadership, but the ultimate decision is the company’s.
Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
