The Supervisor/Engineering Planning provides project management services so that major, multi-million dollar, transmission projects for Southwest Gas and Great Basin Gas Transmission Company can be rationalized and built expeditiously within reasonable cost limits. This position performs work for both the distribution function on behalf of Southwest Gas Corporation, and the interstate pipeline function on behalf of Great Basin. This position shall also comply with an Employee Responsibility Statement related to the companies’ Separation of Functions Protocols.
QUALIFICATIONS
There are clear precedents and practices which the incumbent uses to determine how this job is performed. This position requires five to seven years of relevant work experience, plus a bachelor’s degree in Engineering.
Responsibilities:
- Perform project management including the preparation of preliminary engineering designs, cost estimates, schedules, acquisition of public land easements, environmental surveys and reports, environmental permit solicitation and regulatory filings for various multi-million dollar, transmission projects including interstate connections, pipelines, compressor stations, liquefied natural gas facilities and regulator and metering facilities
- Develop long-range master plans for transmission system improvements
- Provide technical support to Divisions and Great Basin on transmission related facilities
- Provide supervision to others who create transmission system hydraulic models and who perform computer modeling of pipelines, compressor stations, regulator stations and metering facilities using SynerGEE modeling software
- Conduct computer simulations to test or design facilities
- Evaluate and select optimum design alternatives
- Make field trips to investigate potential installations
- Oversee expenditures to project’s completion to ensure original budgetary constraints are adhered to or advise middle and senior management of cost changes
- Review Divisions’ and Great Basin’s final designs of such transmission facilities
- Respond to Federal and State regulatory data requests
- Coordinate with Engineering Staff Right-of-way for acquisition of private land easements
- Write bid specifications for preliminary engineering and environmental contracts/change orders
- Prepare payment authorizations for permit fees
- Prepare payment authorizations for preliminary engineering and environmental services
- Secure officer’s signature on permit applications
- Prepare application and acquire power and communication services to new facility sites
- Ensure conditions of permitting and budgetary constraints are adhered once the project is transferred to Division/Great Basin Engineering for final engineering design, construction, and project closure
- Maintain liaison with other departments of the organization
- Communicate project status to appropriate departments
- Perform related duties and responsibilities as assigned
