SUMMARY

The Operations Supervisor position is the administrative lead for all property maintenance functions. This position requires full responsibility for the physical aspects of the unit vacancies and overall modernization of all units. The position monitors and provides direct supervision to the maintenance personnel through direct performance of the work order system and develops, provides training, and enhances reporting to monitor performance. The position manages all service contracts such as pest control, elevator maintenance, and provides direct on-call assistance when needed by on-call personnel. The position oversees the maintenance of all the PHA properties, so they are safe, enjoyable places to live, efficiently operate, good neighbors, attractive assets to their neighborhoods and fully compliant with all governing rules and regulations.

EDUCATIONAL LEVEL AND EXPERIENCE

A bachelor’s degree preferably with a major in engineering, architecture, building science, municipal planning, or liberal arts.

  • Five or more years’ experience in a public or private organization in planning, and public works, maintenance, municipal zoning or building, construction environment responsible for supervising, planning, and scheduling for large residential and multifamily housing portfolio.
  • Experience with state and local building codes and ordinances, inspection techniques and contract monitoring preferred.

KNOWLEDGE, SKILLS, ABILITIES, LICENSES AND CERTIFICATIONS

  • Working knowledge of the tools, materials, methods, practices involved in the installation, repair, and maintenance of buildings, building systems and grounds.
  • Working knowledge of the safety precautions and occupational hazards involved in materials, methods, and practices.
  • Extensive knowledge of HUD, state and local regulations, laws and ordinances regarding procurement, capital funds, operating budgets, construction, building codes and section 504 ADA requirements.
  • Working knowledge of energy conservation programs, grants and other means secure energy efficiencies.
  • Management skills to analyze programs, policies operational needs as organizes, supervise, implement and development of administration principles and practices for maintenance personnel.
  • Working knowledge of professional architectural concepts, principles, and practices applicable to the full range of duties concerned with planning, design, renovation, and construction.
  • Working knowledge sufficient to prepare design documents including sketches, details, and specifications.
  • Working knowledge of related fields of activity or disciplines, such as electrical, mechanical, civil, and structural engineering to ensure area of overlapping responsibilities among technical disciplines receive proper design considerations so that total development objectives are met.
  • Ability to read and understand blueprints, specification sheets and materials associated with building construction, renovation, or maintenance.
  • Knowledge of occupational safety precautions, hazards and OSHA requirements pertaining to maintenance / construction operations.
  • Demonstrate an ability to get along with others effectively, to lead and inspire, to build teams and manage conflict, to participate as a team member and to give and accept criticism constructively.
  • Write clearly and informatively, edit work for spelling grammar, vary writing style to meet needs, present numerical data effectively; able to read, write and interpret documents of a technical level.
  • Able to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Can attend to highly detailed work accurately and efficiently; able to organize and work independently in an environment of frequent interruptions.
  • Have a high regard and ability to meet schedules and timelines, demonstrate excellent ability to work independently with little direction.
  • Possess a high degree of proficiency in Microsoft Office products, Word, Excel, and Outlook and otherwise to be effective without close clerical support or oversight by Director of Operations.

Responsibilities

ESSENTIAL JOB DUTIES:

  • Develops, supervises, and maintains a work order procedure and reporting system adequate to perform job costing and future projections.
  • Develop specifications and evaluations systems for all service contracts.
  • Plans and schedules all vacancies and modernization performance of units.
  • Meets with Lead Mechanics to review work order backlogs, preventative maintenance planning and other productivity issues (i.e., plumbing, heating mechanics, air conditioning mechanics, electrical, painting, etc.)
  • Coordinates the daily supervisory aspect of the maintenance facility related to NSPIRE and other needs to ensure optimal scoring related to maintenance functions.
  • Participates, coordinates, and creates preventative maintenance programs and provides training.
  • Ensures that annual modernization planning, capital and need assessments for each planning cycle to ensure that all properties maintenance priorities are identified and addressed.
  • Reviews sample work orders each week and audits the work for quality and completeness.
  • Inspections of all maintenance facilities and developments to ensure all work sites and employees meet OSHA requirements and obtain any training to meet certification requirements.
  • Supervise all maintenance personnel using management practices that develop and retain highly competent and highly performing employees.
  • Direct, coordinate and review the work plans for assigned staff; assign work activities and projects; monitor workflow, review and evaluate work performance; meet with staff to identify and resolve problems.
  • Comply with the agency’s performance evaluation policy and conduct evaluations annually to ensure a training and compliance work force.
  • Ability to assemble and analyze factual information for the purpose of developing proposed courses, action, and comprehensive solutions to program related issues.
