  Job Summary This position plans organizes, directs, and supervises a road paving crew and maintenance crew, and other construction activities. Essential Functions: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position. Plans, organizes, schedules and coordinates work of a road maintenance crew; monitors employees engaged in paving, excavation, grading, and repairing roads and rebuilding road shoulders working with crews as needed. Assigns personnel based on the scope and complexity of each project or maintenance operation. Secures work zone for crew including proper signage and traffic control and ensures crew is properly equipped for each job. Responds to questions and complaints from the public on-site involving roads, bridges, and storm drainage and responds to calls regarding traffic signal outages and downed trees, etc. during regular business hours and after hours. Assists crew members in constructing and repairing roads, bridges, and storm drainage structures and regularly inspects roadway to check for needed maintenance; responds to questions and complaints from the public involving roads, bridges, and storm drainage. Purchases materials and supplies as needed under department guidelines. Additional Duties:  Employees in this classification may be expected to perform any related duties as required by proper authority. Knowledge, Skills, and Abilities Extensive knowledge of road construction and paving methods, practices, and procedures. Knowledge of county and department policies and procedures. Knowledge of the geography of Rockdale County. Knowledge of equipment used in road maintenance and paving and its safe and efficient operation, safe work methods in traffic, and knowledge of the use, care, and handling of hazardous materials. Skill in reading and understanding maps and blueprints and in organizing directing and managing road paving programs/services. Skill in operating asphalt paver, front-end loader, backhoe as well as other heavy equipment. Ability to understand, interpret, and explain laws, regulations, and policies governing the road maintenance program. Ability to identify and analyze problems and implement operational changes using independent judgment, and to communicate effectively, both orally and in writing. Ability to determine the appropriate course of action in an emergency or stressful situations. Ability t9 understand program objectives in relation to departmental goals and procedures. Ability to demonstrate tact and diplomacy, particularly when dealing with the public, and to communicate effectively with co-workers, the general public, and members of diverse cultural and linguistic backgrounds. Ability to walk, stand, or stoop. Ability to occasionally lift, carry, push, pull, or otherwise move objects weighing up to 80 pounds. Ability to ascend or descend ladders, scaffolding, ramps, poles, and the like. Ability to use tools or equipment requiring a high degree of dexterity. Ability to walk, stand, crouch, or run on narrow, slippery, or erratically moving surfaces. Ability to regularly drive a motor vehicle. Ability to work for sustained periods of time maintaining concentrated attention to detail. Ability to distinguish between shades of color. Ability to communicate via radios. Working Conditions Work exposes incumbent to conditions such as fumes, noxious odors, dust, mist, gases, and poor ventilation. Work exposes incumbent to possible bodily injury from moving mechanical parts of equipment, tools, or machinery. Work is performed for sustained periods outdoors and occasionally in hot, cold, or inclement weather, and requires the use of protective devices such as masks, goggles, and gloves. Minimum Qualifications 1) High school diploma or equivalent. 2) Seven (7) years of progressively responsible road paving and construction experience, with at least two (2) years in a supervisory capacity. 3) OR have a combination of education, training, and work experience that is equivalent to #1and #2 above that provides the requisite knowledge, skills, and abilities for this job. 4) Flagging certification required, 5) Valid State of Georgia Commercial Driver's License (CDL). 6) Must obtain Erosion and Sediment Control certification within six (6) months of hire. Preferences 1) Two (2) years of vocational course work in road construction and maintenance. 2) CPR certification. 3) Management/supervisory training.
