This position is located in the Solid Waste Education and Enforcement Division, Solid Waste Management Administration, Department of Public Works. DPW is in charge of enforcing all sanitation regulations for the District. Education and enforcement are the tools that the Solid Waste Education and Enforcement Program (SWEEP) inspectors and investigators use to work with residents and businesses to keep the District clean. SWEEP also supports neighborhood clean-ups through the Helping Hand program and gives young people the opportunity to earn community service credits through the
SWEEP Jr. program.
The incumbent is responsible for supervising a team of Solid Waste Inspectors, Environmental Crimes Unit Investigator’s and Administrative employees in accomplishing work in the Solid Waste Education and Enforcement Program (SWEEP).
QUALIFICATIONS AND EDUCATION
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Plans and coordinates activities to meet the needs of the SWEEP. Reviews, analyzes, and evaluates sanitation enforcement activities and community outreach projects performed by assigned subordinate employees. Prepares and submits the Chief of SWEEP reports with an overall evaluation of target areas. Develop standards and guides for use by the staff in carrying out inspections of commercial and residential premises, including establishments of many types, sizes, complexities, products, and operating problems. Evaluate methods of deployment to control unsanitary conditions without an increase in manpower and other costs.
Evaluates and assesses the data of completed studies to provide additional guidelines or changes in previously established procedures which have been found relatively unsuccessful, due to changes, or requirements of additional professional review and input. Coordinate the Helping Hard Program by directing subordinate staff members in related tasks. Functions as primary agency Point of Contact (POC) for requests for service. Represents the Chief of SWEEP at intra- and inter-departmental meetings and presents informative briefings on relevant SWEEP operations. Provides a written or oral summary of the meetings to the Chief, as required. Supervises Lead Solid Waste Inspectors in their roles as coordinators of ward teams. Provides guidance and training to Lead Solid Waste Inspectors on departmental regulations as required.
